Title: ERCOT Readiness Criteria And Current

1
  • ERCOT Readiness Criteria And Current
  • Status For The Pilot Project
  • July 12, 2001

2
  • Customer Switching
  • Criteria
  • ERCOT must be able to perform up to 21,000
customer transactions per day no later than 8/20
  • Status
  • Performance tests show ERCOT can process over
    21,000 transactions per day
  • Performance test code was placed in production on
    7/7
  • Production verification is in progress and will
be completed no later than 7/20

3
  • EDI Database Maintenance
  • Criteria
  • All EDI backlog (most recent 3 months) must be
eliminated except for error backlog (less than
    5)
  • Status
  • More than 95 of ESI IDs have been successfully
    converted
  • 76 of customer usage files have been
    successfully converted
  • 24 of customer usage files have been returned to
    TDSPs with errors
  • ERCOT expects to receive corrected files by 7/15

4
  • Customer Usage Processing
  • Criteria
  • All ongoing meter read data must be processed on
    time (700,000/day)
  • Status
  • Performance tests show ERCOT can process over
    700,000/day
  • Awaiting production verification no later than
    7/20
  • Resource Metering
  • Criteria
  • All needed resource metering must be installed,
    communicating and site certified
  • Status
  • Metering is installed, communicating with ERCOT
and site certification is underway (by TDSPs)

5
  • ERCOT System Load Forecasting
  • Criteria
  • Average medium term load forecast error in ERCOT
system must be less than 5
  • Average short term load forecast error in ERCOT
system must be less than 3
  • Status
  • Average medium term load forecast error is 2.26
  • Average short term load forecast error is
  • 1.72 for 45 minute ahead
  • 0.56 for 5 minute ahead

6
  • SCADA And Network Analysis
  • Criteria
  • ERCOT must demonstrate ability to perform
    sustained single control area operations
  • Protocols require received QSE RTU data accuracy
    to be within 3
  • Status
  • ERCOT is performing single control area operation
in accordance with the test schedule
  • QSE RTU data received is accurate to within 1

7
  • Market Requirements Publishing (A/S, losses)
  • Criteria
  • ERCOT must publish load ratio shares within 10
    of historical value to QSEs
  • Status
  • ERCOT is publishing market requirements, and
system values will be within 10 of historical
value once EDI backlog is cleared. Manual work
around is currently being used successfully
  • Outage Scheduling
  • Status
  • All outage requests are being received and
    processed by ERCOT

8
  • Energy Scheduling
  • Criteria
  • Balanced energy schedules must be received from
    all participating QSEs
  • 90 of resource plans must be valid prior to
    entering operating period
  • Status
  • Balanced energy schedules are being received from
all participating QSEs representing resources and
    load
  • ERCOT is encouraging QSEs to update resource
    plans
  • The API and Portal are being tuned on a
    continuous basis to improve performance.

9
  • Balancing Energy And A/S Bidding
  • Criteria
  • Ancillary service and balancing energy market
systems must be receiving bids and solving
  • Market clearing prices must be accurate
  • Status
  • Market systems are receiving bids and clearing
  • Current market clearing price processing errors
    must be remedied by 7/13

10
  • Market Notifications To QSEs
  • Criteria
  • QSEs must be notified of all ancillary
    service/balancing energy awards and congestion
    management requirements
  • Status
  • Most QSEs are receiving all ancillary
    service/balancing energy award notifications and
    congestion management communications
  • Individual QSE problems are being addressed

11
  • Power System Operations
  • Criteria
  • Initially, frequency must be controlled between
59.95 and 60.05 Hz on a consistent basis
  • Longer term, frequency control must consistently
    meet NERC CPS 12 standards
  • Congestion Management must function properly
  • Status
  • Frequency is consistently between 59.95 and 60.05
    Hz
  • On 7/10 CPS1 at 126 - passing is 100 - Passes
  • CPS2 at 84 - passing is 90 -
    fails
  • Control parameter tuning is in progress
  • Zonal congestion is functioning and further
system improvements will be installed no later
    than 7/13

12
  • Settlement
  • Criteria
  • Settlement must be calculated in accordance with
    ERCOT Protocols
  • Status
  • Settlements are being calculated in accordance
with the protocols, however inaccurate market
clearing prices and the EDI backlog are affecting
    settlement accuracy
  • Statements
  • Criteria
  • Statements must be published in accordance with
    the protocols
  • Status
  • Statements are being published in accordance with
    the protocols
