Development Objectives

• Increase the number of low-income countries with
  sound and sustainable education sector programs
• Strengthen country capacity to develop policies
  and sector programs through a broad-based
  consultative process
• Improve knowledge of the conditions under which
  policies and reforms may be successful
• Strengthen donor partnerships at the country
  level
• Strengthen partnerships with regional networks
  and institutions

What would it finance?

• Upstream for countries with weak capacity and
  too few donors
• Technical and analytical support for country-led
  development of education sector programs, e.g.
• strategic analyses of the status of the sector,
• costing of national education plans,
• assessment of fiscal impact,
• support to consensus building around difficult
  policy issues and budget allocations

What would it finance?

• Downstream all countries
• Selective technical and analytical work to
  generate knowledge from country experience that
  can be shared across countries
• Third party evaluations
• Case studies

How will it work?

• Managed by the World Bank regional operations
  managers
• Bank managers roles
• prepare annual plans with staff working at the
  country level who interface with country level
  donors,
• Monitoring those activities,
• Report annually on implementation progress,
  outcomes and Fund accounts

Criteria for Prioritization

• Additionality to current country level support
• Selectivity particularly with respect to
  downstream knowledge generation and knowledge
  sharing
• Partnerships with donors, international and
  regional networks and institutions
•

Governance

• EPDF Strategy Committee
• A member of each contributing donor, chaired by
  Sr. representative of the World Bank (Director of
  the Human Development Network).
• Role
• Decide on regional allocations
• Set criteria for the use of Fund resources
• Provide non-objection on regional plans for the
  coming year
