• CRE is the lead agency in Mexico

  Electricidad)
• Energy and Environmental Matters are Exclusively
  Federal Jurisdiction

Technical Issues

• Only Baja California is synchronized with US (CFE
  is member of WSCC)
• HVDC systems provide limited cross border service
  in asynchronous areas
• Loop Flow resolution unclear
• Control Area jurisdiction uncertain
