3What is Knowledge Management (KM)
- The term Knowledge Management is used to
articulate the concept that knowledge is an
asset on a par with the tangible assets of any
organization such as land, capital, plant,
machinery etc. - Knowledge Management is an effort to capture not
only explicit factual information but also the
tacit information and knowledge that exists in an
organization, usually based on the experience and
learning of individual employees, in order to
advance the organization's mission. -
4Major uses of Knowledge Management (KM)
- Knowledge Management is mainly used
- To share knowledge among members of the
organization. - To facilitate the transparent flow, easy
exchange/recall of information. - For decision support decision making.
- To sense, share, and respond to the signals
coming from the environment. - To capture ideas and turn them into actions.
- To be utilized as knowledge repositories for
tacit knowledge and for best practices databases. -
5Knowledge Management (KM) ProjectSuccess
Indicators
- A knowledge-oriented culture
- Professional organizational infrastructure
- Senior management support
- A link to economics or industry value
- A modicum of process information
- Clarity of vision and language
- Non-trivial motivational aids
- Some level of knowledge structure
- Multiple channels of knowledge transfer
6Key Instruments for Knowledge Management
- KM is interpreted and evaluated to store
knowledge, a model of the structure and function
of knowledge is necessary. - This model is then converted into an information
model and onto a data model. - The data model then helps to build a data base of
documents comprising the knowledge of an
organization or a group of individuals. - A knowledge base is built to systematically
organize and store the data. - Data is then processed into information, and
information interpreted as knowledge -

9 Need for Knowledge Management
-
- Considering the importance of the subject, the
requirement of Knowledge Management is being
recognized world wide and efforts are made to
promote the Management of Knowledge by using
various techniques and tools in the
organizations. - The need is recognized in such a fashion that
80 of the Fortune 500 companies have Knowledge
Management Teams. In the public sector the US
government has appointed Chief Knowledge
Management Officer. -
10 Pakistan Atomic Energy Commission (PAEC)
- PAEC is a Multidisciplinary Organization. It
operates facilities that include - Nuclear Power Plants
- KANUPP, CNPP-1, and CNPP-2 ( Proposed )
- Research Reactors
- PARR-I and PARR-II
- Nuclear Medical Centers (13)
- Nuclear Agricultural Centers (3)
- Training Centers
- KINPOE, CTC, CHASCENT
- University (PIEAS)

13Nuclear Safety in Pakistan Regulatory
Independence
- Head of State PRESIDENT
- Head of Government PRIME MINISTER
- Licensee PAEC Pakistan Atomic Energy
Commission - Regulator PNRA Pakistan Nuclear
Regulatory Authority - PNRA a Completely Independent Authority that
Reports Directly to the Head of the Government
14Nuclear Safety in PAEC - Pakistan Safety
Management
- Owner / Operator is PAEC
- Safety Setups at Establishments
- Directorate of Safety (Caters to all Safety
Needs, including Radiation, Nuclear and
Occupational Safety) - Directorate of Quality Assurance (Enhances Safety
by Adopting Internationally Accepted QA Practices
and Procedures) - Regulator is PNRA
- Having Regional Nuclear Safety Directorates
(RNSD- I, II and III) at HQs, CHASHMA site and
in KARACHI.
15Nuclear Safety in PAEC - Pakistan Directorate of
Safety- I
- Directorate of Safety (DOS) was created within
PAEC to promote the safety culture and to enhance
the level of safety in all PAEC establishment,
after transformation of DNSRP into PNRA. The - salient features of DOS are
- Promote safety culture and practices within
PAEC - Act as an intermediary point for interaction
between PNRA - and establishments of PAEC
- Be the central point for safety of all PAEC
establishments - Facilitate the implementation of PNRA
regulations. - Perform internal safety audits of PAEC
establishments
16Nuclear Safety in PAEC - Pakistan Directorate of
Safety- II
- Participate/coordinates the Regulatory inspection
of PNRA - Operates an emergency response coordination
centre - Promote the dissemination of nuclear safety and
radiation protection related knowledge and
information - Consists of a team of highly qualified and
experienced professionals - Coordinates the review of draft PNRA regulation
within PAEC -
-
-
17Knowledge Management at PAEC - Pakistan
- All the NPPs and Research Reactors owned and
Operated by PAEC with an Expanding Nuclear Power
Programme - Manpower can be transferred from one organization
to other - DOS is an organization at HQs to Enhance Uniform
Knowledge Skills Across all PAEC Establishments - Contents of courses at training centers are
evaluated and shortcomings are suggested with
respect to PNRA regulations and guidelines - M.Sc degrees with specialization in Nuclear
Engineering, Nuclear Power Engineering and
Nuclear Medicine - Mutual Personnel Transfer between Teaching /
Operating Establishments
18 Knowledge Management at PAEC - Pakistan
- Courses Being Planned on Human Resources
Management - PAEC website is available on internet and is
being developed, currently the main contents are
History, Compositions, functions, Publications,
Feedback, etc. - Local network is being developed to manage the
information about the fields of Nuclear safety,
Radiation safety, Industrial safety,
Waste/transport safety, Occupational safety and
General safety - Following types of information will be
provided under the - above mentioned areas
- Operation/maintenance/refueling history of NPPs
19 Knowledge Management at PAEC - Pakistan
- International Sample/model documents, STS, Plans,
- Procedures etc
- Various reports of Pakistan NPPs, Research
reactors and other facilities of PAEC will be
provided. - Reports of Incidents of Nuclear facilities in the
world - Glossary of terms will be provided in order to
minimize variation between definition. Leads to
a Common Understanding. - Software library is being created and will be
updated with all the latest International
Codes/Standards and PNRA regulatory documents - Links to various nuclear related web-sites of the
world
20 Knowledge Management at PAEC - Pakistan
- A forum has been established for lectures,
seminars, colloquia et. In Directorate of Safety
. Talks on various safety related issues. Termed
