Training of Belene Operating Staffmust begin in
2009 - 2010

• To meet qualification requirements for Unit 1
  positions in the time required to support the
  current schedule, the only realistic option is to
  utilize personnel that have had KNPP operational
  experience
• Current enrollment at Universities is not likely
  to meet the expected demand for required nuclear
  engineering degreed personnel
• Simulator instructors have additional experience
  requirements before being licensed as
  instructors.

Issues for Consideration

• Availability of sufficient number of personnel
  with prior KNPP experience to start vendor
  training for Belene operations
• Other countries allow license candidates to have
  engineering degrees in disciplines other than
  Nuclear Engineering. Given the extensive
  specialized training provided to operator
  candidates, the approach in Bulgaria may be
  overly conservative
• Training and experience requirements in
  regulations should consider needs of a new plant
