  • All discussions in the state of Kansas are
    preliminary.
  • NO FINAL DECISIONS HAVE BEEN MADE!!!!!
  • Getting LOTS of attention by Commissioner Bob
    Corkins KBOR President Reggie Robinson Governor
    Kathleen Sebeluis. All committed to making this
    happen.

What is in it for Post-secondary Institutions?
  • Have more impact on the structure of the
    secondary curriculum.
  • First steps, evaluate the success of the Regents
    curriculum and Qualified Admissions
  • This is the main interest for KBOR at this point
    in time.
  • Better understanding of what is working and what
    is not working in Teacher Education

National Reasons for a K-20 DB
  • States have various reasons for constructing a
    K-20 database
  • Attention on this idea has escalated recently
    because of
  • No Child Left Behind Act of 2001
  • Heavy focus on accountability
  • Requires all states create a K-12 database for
    accountability most making a unit record
  • High School Initiative (Low Performing High
    Schools)

  • Texas started in some fashion in 1989

    TN, CT, AL, and others)

What Has Been Happening in Kansas?
  • FY05 KSDE begins the development of a unit
    record database
  • Spring 2005 Transition Council Created
  • Spring / Summer 2005 KSDE creates an ID number
    for all students enrolled in a Kansas accredited
    secondary school
  • FY06 KSDE Starts first live data collection
  • Summer 2005 KSDE applies for USDE grant
  • Fall 2005 KSDE / KBOR apply for a NGA grant
    Transition Council signs MOU
  • Spring 2006 Begin preparation to apply for the
    next grant phase

KIDS
  • Kansas Individual Data on Students
  • (http//kids.ksde.org/ )
  • Randomly generated state identification number
    for every student attending accredited public or
    private schools in the state.
  • Follows student through PreK-12 Kansas education
  • Done through a software vendor eScholar
  • Very Young Database limited information
    currently

Transition Council
  • Created jointly by KSDE and KBOR to improve
    student matriculation into postsecondary
    education. (http//www.ksde.org/transition/ )
  • 18 Total Members 9 appointed by KSDE and 9
    appointed by KBOR
  • Co-Chairs
  • Dr. Bob Masters, Vice President for Academic
    Affairs, KBOR
  • Formerly, Dr. Alexa Posney, Assistant
    Commissioner, Division of Learning Services, KSDE
    Replacement will be named soon.

Transition Council
  • Developed a Memorandum of Understanding (MOU)
    between KSDE and KBOR so data sharing would be
    possible.
  • Already signed and in place.
  • Still might have a few FERPA issue that will need
    to be worked out.
  • Council will be used to oversee any analysis
    performed with KSDE and KBOR data.

Grant Applications
  • Summer 2005, KSDE applies for a 1.7 million
    grant to create their own unit record database.
  • Fall 2005, National Governors Association offers
    grants for the development of K-16 databases.

K-20 Database Vision for NGA Grant
  • KSDE would extract data from their database and
    send KBOR a data Mart
  • Keep in mind this was a vision outlined for a NGA
    grant that was NOT received.
  • It does NOT necessarily represent the final
    vision of a K-20 database.

Future Grants
  • An analysis of the USDE grants showed a
    commitment to a joint database and a clear plan
    for at least one type of research that will be
    done. Also, joint state projects received more
    points.
  • Grant may be offered again this summer

Future Grants
  • Spring 2006 Kauffman Foundation brought
    representatives from MO and KS together to see if
    a joint application is possible.
  • Status of a joint application is currently
    questionable
  • Kansas will more than likely still try to get a
    state grant though

Key to Database Success
  • If a K-20 database will be successful their must
    be a Key linking the two systems.
  • Using Social Security Numbers is not an appealing
    option
  • Most states going to some kind of education id
    number.
  • Kansas could use the KIDS assigned number

  • The Fall 2005 NGA grant required a two-year turn
    around on the creation of the database
  • Reggie Robinson began very preliminary
    discussions with Institutional leaders about
    collecting the KIDS ID number.
  • When grant was not won, momentum lost
  • After Kauffman foundation meeting is creating new
    interest.

Key to Database Success
  • It was realized that in order to win a grant of
    substantial amounts of money, some effort most
    have already been shown by the state to create
    the database.
  • Given that KSDEs database is so young, it was
    felt that our best tactic is to tackle the
    linkage issue.

How to Collect the ID Number?
  • Students are told by High Schools that they will
    have to learn the number Institutions then ask
    for it on applications
  • High Schools place the ID number on the students
    transcripts Institutions collect number off the
    transcripts.

Collecting ID Number Questions/Concerns?
  • Advisory Committee asked for Feedback and raised
    some questions/comments
  • May not be problem for technical schools working
    with a USD already have access to the number.
  • What is the KSDE process to assign the number?
  • Was an initial batch upload.
  • Secondary schools then enter in several key
    fields (ssn, dob, name, place of birth, etc.)
    Assignment system does probability match to see
    if student already in system. If school decides
    it is the same student, use the already assigned
    number if student not in the system, an ID
    number is generated.

  • What are the attributes of the KIDS ID Number?
  • It is a 10 character numeric field.
  • Does this number need to become the student ID
    number on the campus?
  • NO. We only ask that institutions collect this
    number and submit it in the KSPSD fields. They do
    not need to do anything else with the number.
  • How would summer enrollments be handled because
    transcripts come in after they enroll?
  • This will need more discussions but data will not
    be collected until the Fall Census file and/or
    the Academic year file collected the NEXT summer.

  • What if student forgets the number or it is not
    on the transcript or provides an incorrect
    number.
  • Additional discussion needed on this idea. One
    possibility already discussed - KBOR and KSDE
    will have to develop a verification process so
    confidence exists that numbers are correct

  • What is the difference between using SSN or this
    ID number?
  • Still have the tracking issues of FERPA but MOU
    is suppose to solve those issues.
  • Also, students and institutions may be less
    concerned about sharing this ID number because it
    is not linked to financial data. Hackers would
    not get much information if they get this ID.

  • What is the purpose of the ID for postsecondary
    schools?
  • Only purpose is to allow a reliable link to KIDS
  • What about out-of-state students and foreign
    students?
  • Students who have never been in the Kansas K-12
    system will not ever need a Kansas ID. Still
    check to see if they ever were in the system??
  • How is the ID number captured for the student who
    starts K-12 education in Kansas but moves out of
    state and graduates from there?
  • This question will require more research but
    could be solved by KBOR trying to find the
    student in the KIDS data system.

  • What about systems like GED and ABE?
  • KBOR staff in these areas are committed to
    finding a way to also collect this number
    Details not pursued at this point.
  • Are private colleges required to collect the ID
    as well?
  • No. But one or two have expressed an interest in
    collecting it.
  • Will this ID number replace the SSN in KSPSD?
  • No SSN will still be asked for in order to match
    data with the Department of Labor.
  • When will the collection start?
  • Not sure May greatly depend on whether or not a
    grant is received.

So Now What?
  • Keep in mind that all discussions are
    preliminary!!!!!!!!
  • Discussion with Kauffman Foundation on next steps
    towards the end of June
  • Work will be continuing on this and when
    appropriate, information shared with
    institutions.
  • Institutions need to be thinking seriously about
    how to capture this ID and send IRHelp_at_ksbor.org
    any concerns or questions.
