4The ICOPER BPN will provide mechanisms to
- Access a critical mass of more than 12,500 hours
of integrated educational content. - Systematically analyze and assess the
implementation of existing specifications (e.g.
IMS RCDEO, IMS LD, SQI, QTI) for Delivering
Competency-Driven Educational Content - Ensure European-wide user involvement,
cooperation, and adoption of standards within a
large community to support all phases of
standardization - Condense findings into an ICOPER Reference Model
which will be fed back to standards bodies - Provide a Technical Roadmap for competency Based
Education Delivery - Establish a Virtual Institute for Training and
Consulting
5ICOPER test beds
- Learning Needs and Opportunities planning test
bed will use Competency Standards as a starting
point in order to define an approach towards a
unified description of Educational Learning
Offerings based on Learning Outcomes (i.e.
knowledge, skills, competences) - Instructional Modeling test bed will
investigate the technology supported Generic
Instructional Models in Specific Instructional
Contexts - Content Development test bed will focus on
sharing best practices on innovative approaches
for content development and reuse both open (web
2.0 user generated content) and closed
(repositories) approaches - Learning Delivery test bed it will investigate
and support the delivery of activity-based
learning scenarios with open content. - Assessment test bed is concerned with tracking
the skills acquired and evaluated the learning
delivered

- These 5 test beds will also act as large-scale
implementations, drawing conclusions on the
validity of standards and specifications - the results will be documented in and change
proposals and will be integrated in an initial
version of the ICOPER Reference Model (IRM)

- Identify current and emerging requirements
- Capture desired scenarios for creating and
delivering competency-driven learning based on
interoperable content - Assess the maturity of current status
- Bridge the gaps between pre-standardisation,
standardisation and standards adoption - Provide actions/recommendations

- Establish a virtual institute for training and
consulting as an important instrument for
European-wide consensus building - Two core objectives

- University Management is ultimately responsible
for delivering higher education and the provision
of learning offerings for life-long learning - Course Designers works with the Instructional
Designer and Content Author to create a unit of
learning that satisfy competency needs
- Instructional Designers is in charge of
selecting, adapting and implementing
instructional designs for courses or other
life-long learning offerings - Content Authors creates new or modifies existing
content (e.g. by translation) that can be
directly or indirectly used for facilitating
learning

- Learners aims at acquiring knowledge, skills or
a change in attitudes by getting involved in
formal or non-formal learning activities - Instructors is assisting the Learner in the
learning activity.ssessing the Learners progress - Course Evaluators is in charge of performing

other stakeholders to provide feedback to the
learning processes
