Yogi Opening
  • "It is wonderful to be here in St. Louis and to
visit the old neighborhood. I haven't been back
since the last time I was here. Everything looks
the same, only different. Of course, things in
the past are never as they used to be.

Yogi Berra accepted an honorary degree from St.
Louis University and delivered the commencement
speech for 1,900 graduates and 10,000 in
attendance at Scottrade Center May 2007.

So what Does This Question Really Mean?
  • Enterprise Challenges of NGEN, MDA and CANES
    Potential Impact on the Government-Industry
    Relationship

4
What is NGEN?
  • Next Generation Network is Dept of Navys
initiative to create the consolidated network
    infrastructure to support DONs future
  • It will replace the NMCI infrastructure and
    desktop services
  • It will consolidate the remaining non-afloat DON
    network infrastructure
  • It will be the DON cyber defense infrastructure
  • It is the DONs reliance on information
technology as a core component of Naval
    Capability

5
What is CANES?
  • Consolidated Afloat Network and Enterprise
Services is the Dept of Navy initiative to
  • Create the next generation of shipboard networks
  • The first attempt to virtualize the computing
    hardware aboard ships
  • The first attempt to support a Services Oriented
    Architecture in Department of Navy
  • The first attempt by DON to separate
    client-server mission critical systems into
    decoupled hardware and software components
managed across separate Program Management Offices

6
What is MDA?
  • Maritime Domain Awareness is the Nations
initiative to improve our knowledge of vessels
and goods moving across the maritime domain in
support of law enforcement or military
    operations
  • Is an early Services Oriented Architecture system
  • Coupled into DISA, Coast Guard, and other
    resources
  • Was initially stood up in less than 18 months
    from idea to deployed functionality
  • MDA is an example of what todays information
technology promises to our National defense

What is Services Oriented Architecture?
  • The short answer is that SOA is a new approach
to building IT systems mission/business that
allow businesses to leverage existing assets and
easily enable the inevitable changes required to
    support the business.
  • The promise of services oriented architecture
is to liberate businesses from the constraints of
technology and unshackle technologist from the
    chains they themselves have forged.
  • From our perspective, one of the most important
aspects of SOA is that it is a business approach
and methodology as much as it is a technological
    approach and methodology.

investment
10
What does SOA allow us to do better?
  • Reuse older and external applications in new
    user-facing transactions Web-enabling legacy
    functionality
  • Take advantage of large legacy investment by
integrating good legacy into new user interface
  • Add new capability or functionality more easily
    (less cost, less time)
  • Retire legacy systems only when new SOA functions
    cover needed tasks
  • Access information from other domains not
    previously integrated
  • Expose cross domain data and build business rules
    that enable operational agility
  • Concentrate resources on capability rather than
    infrastructure
  • Enterprise services shared to fill cross domain
    needs

What is SOA?
Services Oriented Architecture for Dummies
12
What is SOA?
  • SOA is something an organization doesnot
something it buys or something it builds. Its an
    approach to developing information-technology
(IT) systems. SOAs essential purpose is
    designing systems for flexibility and
reusability. A successful SOA adoption strategy
    requires fundamental changes to application
design and development techniques, as well as
increased levels of collaboration among project
    teams. Therefore, successful SOA initiatives
depend as much on governance programs as they do
    on infrastructure software.

Providing For the Warfighters
  • Command and control is a lost operational art
that has been swept into cyberspace by a
whirlwind of technologies, made less significant
by weak doctrine and misunderstood terms, and put
off by future visions of every war fighter
    possessing relevant information.

CNO Guidance for 2009
  • We must align the requirements, resources, and
    acquisition processes to achieve accountability
and deliver the right capability and capacity on
time and at the optimum cost throughout the
lifecycle. We must clearly define and articulate
    warfighting requirements, effectively manage
costs, and ensure stability to maintain a healthy
    industrial base. Ultimately, quality,
timeliness, and cost will be the visible metrics
    of our success.

19
DoD Directive 5000
  • DoD Directive 5000 is the policy bible for
acquiring material systems and infrastructure for
the Department. The stated purpose of this
    policy directive is
  • 3.1. The Defense Acquisition System is the
management process by which the Department of
    Defense provides effective, affordable, and
    timely systems to the users.
  • 4.2. states that the primary purpose of Defense
acquisition is ... to acquire quality products
that satisfy user needs with measurable
    improvements to mission capability and
operational support, in a timely manner, and at a
    fair and reasonable price.

20
DODD 5000
  • The primary policies that govern the Defense
acquisition system are described by five key
    areas
  • 4.3. The following policies shall govern the
    Defense Acquisition System
  • 4.3.1. Flexibility
  • 4.3.2. Responsiveness
  • 4.3.3. Innovation
  • 4.3.4. Discipline
  • 4.3.5. Streamlined and Effective Management

21
So How Does This All Affect Government-Industry
Relationships?
  • SOA and virtualized hardware both lower the
    barrier to entry for developers
  • Smaller businesses will innovate and win business
  • Large business will both systems integrate and
    develop SOA apps
  • Operational commands will look for business to
    tailor SOA for operational needs
  • Government will have more options for developing
    mission capabilities
  • New information agility will create more than
enough work for capable developers, both large
    and small

22
Yogi Wrap Up
  • "Hold on to your integrity, ladies and
gentlemen. It's the one thing you really need to
have if you don't have it, that's why you need
it. Work hard to reach your goals, and if you
can't reach them, use a ladder. There may come a
day when you get hurt and have to miss work.
Don't worry, it won't hurt to miss work.
