• It will replace the NMCI infrastructure and
  desktop services
• It will consolidate the remaining non-afloat DON

• It is the DONs reliance on information
  technology as a core component of Naval

  Services is the Dept of Navy initiative to
• Create the next generation of shipboard networks
• The first attempt to virtualize the computing
  hardware aboard ships
• The first attempt to support a Services Oriented

• The first attempt by DON to separate
  client-server mission critical systems into
  decoupled hardware and software components
  managed across separate Program Management Offices

• Maritime Domain Awareness is the Nations
  initiative to improve our knowledge of vessels
  and goods moving across the maritime domain in
  support of law enforcement or military
  operations
• Is an early Services Oriented Architecture system
• Coupled into DISA, Coast Guard, and other
  resources
• Was initially stood up in less than 18 months
  from idea to deployed functionality
• MDA is an example of what todays information
  technology promises to our National defense

What is Services Oriented Architecture?

• The short answer is that SOA is a new approach
  to building IT systems mission/business that
  allow businesses to leverage existing assets and
  easily enable the inevitable changes required to
  support the business.
• The promise of services oriented architecture
  is to liberate businesses from the constraints of
  technology and unshackle technologist from the
  chains they themselves have forged.
• From our perspective, one of the most important
  aspects of SOA is that it is a business approach
  and methodology as much as it is a technological
  approach and methodology.

What is SOA?

• SOA is something an organization doesnot
  something it buys or something it builds. Its an
  approach to developing information-technology
  (IT) systems. SOAs essential purpose is
  designing systems for flexibility and
  reusability. A successful SOA adoption strategy
  requires fundamental changes to application
  design and development techniques, as well as
  increased levels of collaboration among project
  teams. Therefore, successful SOA initiatives
  depend as much on governance programs as they do
  on infrastructure software.

CNO Guidance for 2009

• We must align the requirements, resources, and
  acquisition processes to achieve accountability
  and deliver the right capability and capacity on
  time and at the optimum cost throughout the
  lifecycle. We must clearly define and articulate
  warfighting requirements, effectively manage
  costs, and ensure stability to maintain a healthy
  industrial base. Ultimately, quality,
  timeliness, and cost will be the visible metrics
  of our success.
