Title: Maritime Safety Umbrella Operation
1Maritime SafetyUmbrella Operation
Co-operating to create, maintain and implement a
safer maritime environment
Richard Hill Maritime Safety Coordinator
2Background
- Definition, Activity, Hazards and Accidents
3Maritime Safety A Definition
Activities that seek to save human life, ensure
the safety of ships and cargo, protect the marine
environment and safeguard the maritime economic
and social assets communities depend upon
4Maritime Activity
- Maritime Transport
- Fishing
- Marine farming
- Recreation
- Continental shelf operations
- Science and survey
5Maritime Hazards and Accidents
- Hazards
- Dangerous cargo
- Environment and weather
- Substandard ships, crews and owners
- Other maritime users
- Accident Types
- Fire, Explosion Poisoning
- Structural failure
- Grounding
- Collision and Contact
- Flooding
- Machinery failure
6Maritime Safety Interreg
- is important, as proven by recent
accidents(e.g. Prestige, Erika)
- is highly transnational with need for
co-ordination - is a topic high on the international agenda
- National level (Statutory Agencies)
- European level (Parliament, Commission, EMSA and
lobby) - International (IMO, OSPAR, HELCOM, etc.)
7Maritime Safety Stakeholders
- Traditionally players in Maritime Safety issues
have been - Shipbuilders
- Shipowners
- Cargo owners
- Insurer
- Ship management companies
- Flag state
- Classification society
- Port state
8Maritime Safety the Regions
- Regional governments are involved
- Maritime regions bear consequences of accidents
and sea pollution - Maritime Regions respond to the impacts and
protect their communities - Maritime regions have valuable experience to
share - Regions on their own are small and have difficult
links to international organisations
9Maritime Safety Umbrella
10Umbrella Objectives
Project Development Seminar on Maritime
Safety Sola Strand, Stravanger 19th-20th April
2004
11Umbrella Objectives
- Short term objectives are to
- establish coherence among projects in different
programme areas - facilitate and coordinate common activities of
individual projects - liaise with relevant organisations
- disseminate common outputs
- help project development in the future by
identifying gaps and needs - A longer term objective of an umbrella operation
is to - bring forward experiences in cross programme
cooperation that can give directions - encourage cross programme cooperation in the next
Interreg programme period
12Umbrella Structure
13Topics Outcomes
- Concept, Communication
- Capacity Building
14Umbrella Topics
15Umbrella Outcomes
- Communication of Information
- - between projects
- - national, European and international level
-

- - Prevention
- - Preparedness and Response
- - Integration
16Communication of Information
- Communications Strategy
- Establish Identity
- Gateway Website
- Brochure
- Newsletter
- Conferences and Seminars
- Maritime Safety Guide
- Maritime Safety Project Assistance Team
17Project to Project Cooperation
- PPC1 Prevention Methods that can be used by an
organisation to manage risk and limit the
potential for an incident -
- PPC2 Preparedness and Response The planning and
organisation to respond to a maritime incident,
and the expertise and techniques available to
deal with an incident if it occurs, and -
- PPC3 Integration How knowledge and experience
from Integrated Coastal Zone Management, Sea Area
or Ocean Spatial Planning can aid Maritime Safety
Projects and inform stakeholder groups.
18Benefits Future Activity
19Benefits
- Maritime Safety Capacity Building
- Identification of similar maritime issues
- Development of joint working and problem solving
- Integration of maritime safety with spatial
planning of coastal and marine areas - Close information gaps in individual projects
- Provision of Maritime Safety professional
contacts - Development of future funding opportunities
- A single voice to speak at the European and
International level - Guide future funding programmes
20Future Activity
- Regional Cooperation Event (26/27 April 05)
- Finalise Cooperation Proposals (24 May 05)
- Implement Communications Strategy (Now)
- Implement Project to Project Cooperation (May 05
December 06) - Advise future Programmes

22Antwerpen Seminar Workshops
- Goal, Objectives, Decisions, Measures and
Activities
23Seminar Workshop Goal
- Develop an operation proposal consisting of a
number of Project to Project Cooperation topics
to be undertaken jointly by the Maritime Safety
Umbrella Operation and Interreg III Projects. The
Seminar and Workshop will achieve this by
- Identifying Maritime Safety Topics to be part of
the Umbrella Operation (Day 1) - Determine potential options to deal with the
Maritime Safety Topics (Day 1/2), and - Decide the priority for each option (Day 2).
24Workshop Objectives
- Provide project managers with opportunity to
review projects undertaking maritime safety
topics - Identify areas of work for co-operation between
projects to share information and close gaps in
knowledge concerning maritime safety - Determine potential for new project development
in maritime safety for future funding programmes
(2007 to 2013), and - 4. Provide an opportunity for stakeholders to
observe the work of the Interreg III projects
concerning maritime safety.
25Workshop Decisions
- 1. What maritime safety topics are covered by the
existing Interreg III Projects - 2. Which Project covers which topics
- 3. The areas where projects can work together to
avoid duplication - 4. What information gaps or new topics are not
being covered by the existing projects, and - 5. Measures or activities for projects to work
together to avoid duplication, close information
gaps and address new maritime safety topics. - 6. Which organisation could champion the measure
or activity together with the Maritime Safety
Coordinator
26Possible Measures Activities
- Coordination visits and meetings between
projects. - Exchange programme of project staff.
- Cross Programme seminars and conferences to
present findings and results. - Technical studies on particular maritime safety
topics. - Project development and guidance for future
programmes. - Others? E.g. Facilitate involvement of other
maritime stakeholders
