• HUDA, which has been developing and coming up
  with sectors, selling plots, civic amenities,
  helping private realtors develop condominiums,
  etc. across the city Haryana since its formation
  almost 35 years back is definitely the crossroads
  these days especially with the imminent
  formation of Gurgaon Metropolitan Development
  Authority (GMDA). With Gurgaon in Hudas cash
  cow which was gone sees its future in the
  affordable housing and stay pretty relevant in
  the coming days.
• The existing role of Huda to develop and create
  external infrastructure as well as maintain civic
  services such as sewage and water and carry out
  the developmental work in Haryana that will be
  taken over by GMDA. The role of Huda will be to
  reduce the estate management and managing unsold
  plots in the sectors that are developed by it.
• Certainly, Huda has to shift the focus towards
  offering affordable housing to the lower income
  groups and the middle class as well. It was till
  now catering to the upper-middle and middle
  classes. The future role of Huda is already under
  discussion and there is, of course, there is no
  need to come up with policy in this regard.

Gurgaon, in the long run, will have two major
agencies MCG and GMDA. GMDA will offer some
external development as well as infrastructure
development while the MCG will look at the
internal development, maintenance and development
of the civic amenities in the colonies and areas
under the municipal limits. Also, Huda will
continue to exist but will also have no specific
role in maintaining and providing the civic
amenities. Reason for the focus on providing
affordable housing Under the Haryana
Governments Affordable Housing Policy, almost
300 acres were reserved for similar projects in
Gurgaon. Till date, the Haryana Government has
given almost 135 licenses for over 162 acres of
which 29,160 units of affordable housing projects
are under- construction. Beside this, there are
almost 8,000 affordable homes that Huda will
build for lower income groups in last 5 years
which are unoccupied. Various times in past few
years, the authority has invited the
applications for the allotment of the homes but
there were no takers. This makes the success of
Huda venture into the affordable housing a bit
questionable. As per experts, there are some
complex issues that are related to the affordable
housing projects as well as a policy that will
be formed and will lay on a roadmap for similar
projects describing the Hudas responsibilities
and role. Huda has transferred most of the
sectors. The remaining sectors will be
transferred very soon. Services such as sewage,
drainage and water will go to the GMDA so the
engineering wing will have limited work of the
estate management.
