Title: Interior Enterprise Architecture IEA
1Interior Enterprise Architecture (IEA)
- Colleen Coggins, Chief Architect
- June 8, 2005
2Items to Discuss
- Importance of Documenting What We Do
- Status of Modernization Blueprints Both Active
and Planned.
3Architecture Through Data Calls
IT Investment to E-Gov Initiative Alignment
- 19 e-Gov Initiatives Affecting DOI
- Business Gateway
- Consolidated Health Informatics
- Disaster Management
- E-Authentication
- E-Clearance
- Enterprise HR Integration
- E-Records Management
- E-Rulemaking
- E-Training
- E-Travel
- Federal Asset Sales
- Geospatial Information One-Stop
- GovBenefits
- Grants.gov
- Integrated Acquisition Environment
- Recreation One-Stop
- Recruitment One-Stop
- Safecom
- OMB issuing data calls in an effort to architect
the DOI systems environment from afar. - The data calls are intended to extract
information to help OMB identify systems to be
eliminated. - The flaw in OMBs approach is that they are not
relying on architects/experts, but rather key
word searches and high level business function
mappings.
4IEA PROVIDES STRUCTURED ANALYSIS
- More detailed descriptions of What We Do Allows
DOI to Better Defend Its Portfolio - Systems/Investments Mapped to DOI Models (i.e.,
BRM, PRM) improves our understanding of our
portfolio
5Without applying EA through blueprint development
efforts, DOI is put in a reactionary and
defensive posture.
- Without EA, DOI is put into a reactionary
position to defend its IT Portfolio. - By leveraging EAs modernization blueprint
approach, DOI will be better prepared to respond
to constant OMB challenges.
6Interior Enterprise Architecture and E-Government
- Enterprise Architecture provides the means for
achieving E-Gov Initiatives - Determines what supporting processes need to be
re-engineered, streamlined, modified - Determines what systems need to be interfaced
- Determines what systems may be redundant with
target E-Gov initiatives - Determines what data needs to be exchanged
- Determines what services can be re-used/shared.
7Status of Modernization Blueprint Efforts
8IEA and Bureaus are leveraging the Methodology
for Business Transformation to analyze key
business areas.
Create the Blueprint (4 Business Areas Complete
9 More Planned)
Implement Business Transformation(Currently
Implementing in 4 Business Areas)
Maintain Architecture (All Published Blueprints
Must Be Maintained)
9As these blueprints are created, the Programs,
Bureaus, and DOI are better equipped to handle
the OMB data requests.
- Blueprints Being Implemented
- Recreation
- Wildland Fire
- Law Enforcement
- Financial Management
- Blueprints Being Created
- Indian Trust
- Geospatial Services
- Human Resources
- Water Management Modernization Framework and
Blueprints - Minerals Royalty Management
- Public Participation Services
- Aviation Management
- Education
- Natural Resources Information Strategy (PRIDE)
10IRB Designated Priority Blueprint Efforts
These blueprints are at the early stages where
CIO and program support are critical to success.
11Status of Blueprints Being Implemented
12Additional Blueprint/EA Efforts Planned/Underway
within Bureaus
13IEA and Bureaus will continue to analyze several
business areas at a time rather than all business
areas at once.
Reviewed for Trust, not for federal lands
14The focus on business areas with heavy systems
use has well positioned DOI to respond to
portions of OMB requests.
Reviewed for Trust, not for federal lands
of DOI Systems in DEAR
Analysis Completed
Reflects systems in DEAR mapped to DOI PRM.
Analysis Scheduled
Analysis Not Scheduled
15Although some business areas have been analyzed,
more work is required to prepare for the future
OMB requests.
Reflects systems in DEAR that have been mapped
to DOI PRM.
16Furthermore, as the blueprint studies continue,
DOI will be better prepared for the PMA e-Gov
integration challenges.
