- LCM Universe
- Civilian Personnel
- Manpower Model
8Annual Personnel Universe
- The Annual Personnel Universe is a database that
sums the Monthly Personnel Universe data at the
fiscal year level - Universe was released to end users in January
2008 - The same actual pay and associated personnel
attributes are part of this universe design - Changes to non-cost elements throughout the year
(ex. change in UIC) are accounted for by using a
proportioned count - Costs are listed as base elements, there is no
cost element structure or hierarchy
9Annual Personnel Universe (cont)
- Four folders
- Similar to the Monthly Personnel Universe
- FY02-FY07 data available
10Annual Personnel Universe (cont)
- Non-cost elements
- Subset of Monthly Personnel Universe
- Query costs
- Then year or escalated
- Some costs are not available at this time (ex.
Bonus data) - Query counts
11Infrastructure Universe
- Enable users to view costs associated with
maintaining and upgrading Navy infrastructure - Air Operations - Personnel Support -
Environmental - Port Operations - Housing - Public Safety
- Operations Support - Facility Support -
Command Staff
12Infrastructure Universe (cont) Data Source 1
CNI Certified Obligations
- Costs to maintain or upgrade Naval facilities
-
Actual Year Appropriation Cost Account
Code UIC Cost Center / Sub-cost Center Expense
Element Functional / Subfunctional Category Job
Order Number Subactivity Group Subhead Gross
Auth. Obligations (labor non-labor) Labor Hours
13Infrastructure Universe (cont) Data Source 2
iNFADS
- iNFADS Internet Naval Facilities Assets Data
Store - Real Property Inventory for the Navy
Facility ID, Name, Number Activity UIC Year
Built Dimensions (square footage, acres)
14Infrastructure Universe (cont) Current Status
- Universe is in development
- CNI
- Currently gathering and validating 2006 2007
cost data - iNFADS
- Currently gathering a consistent version of the
Navys real property inventory
15Depot Availability Universe
- Universe Structure
- Standard Ships Data Presentation
- Common fields such as Fiscal Year (FY), Unit
Identification Code (UIC), Hull Number, Ship
Name, etc. - Public Ship Yard Data
- Includes data specific for public shipyards such
as Availability Number, Expanded Ship Work
Breakdown Structure (ESWBS), public costs, etc. - Private Ship Yard Data
- Includes data specific for private shipyards
such as Start Date, Completion Date, Availability
Type, private costs, etc.
Planned depot level availabilities
16Depot Availability Universe (cont)
- Universe is in development
- Uses the CNO (Chief of Naval Operations) list of
planned availabilities as a benchmark document. - Records are pulled directly from the Detailed
Ships Universe, so current data providers are
utilized - Will correct the Detailed Ships Universe
disconnects between to start and end dates as
well as unique availability numbers.
17Depot Availability Universe (cont)
18LCM Universe
- LCM universe
- Lifecycle management is an offshoot of the Ships
Universe - Originally requested by the Carrier Readiness
Team we expanded the scope to cover each of the
Navy Enterprises - LCM collects the same cost data from the Ships
providers on a quarterly basis and at a lower
level of detail - Our goal is to show a real time detailed view of
the shipyards status - Quarterly information provided below UIC level
would allow users to make cost reduction
decisions without sacrificing readiness
19LCM Universe (cont)
20LCM Universe (cont) Planned activities/enhancemen
ts
- Universe is in development
- Quarterly Data Request Schedule
- Q1 January 1st
- Q2 April 1st
- Q3 July 1st
- Q4 October 1st
- 76 of Q1 data collected
- Q2 data collection on-going
21Civilian Personnel Universe
- The Civilian Personnel Universe is a database
that tracks personnel attributes for all
civilians, Navy wide - Pay and attribute data contained within the same
source - Query costs and counts of civilian personnel
22Civilian Personnel Universe (cont) Current Status
- Established a point of contact within Office of
Civilian Human Resources (OCHR) - Received sample data from the Defense Civilian
Personnel Data System (DCPDS) - Investigated cost non-cost elements
- Working on data access/transfer requirements
- Investigating acquiring data from DMDC
23Civilian Personnel Universe (cont) Current Issues
- Couple of issues regarding DCPDS
- DCPDS receives bi-weekly data feeds from DCPS
(Defense Civilian Payroll System) of select data,
but DCPDS only retains 13 months of pay data - DCPDS doesnt get all the data stored within DCPS
- DCPDS does NOT get fed payroll corrections (such
as Pay Hours whether Comp Time, Overtime,
Hazardous Pay)
24VAMOSC Manpower Model (MPM)
- Create a robust manpower cost modeling tool for
active duty and reserve personnel aboard ship
platforms and systems utilizing - Actuals from VAMOSC
- Budget to plug gaps in Actuals
- COAS for deriving marginal cost components
- Manning data from VAMOSC to simulate modeling at
platform (Type, Class) level - User specified manning to simulate modeling at
system level - Leverage web based technology for application
availability and accessibility - Establish a process and system infrastructure
that will be flexible to manage new data sources
and changing data formats - Supply the most recent data to the model through
dynamic feeds of data from VAMOSC databases - Provide enhanced reporting capabilities for
life-cycle trend analysis, delta analysis, and
charting options for presentation
