KPA--Beginnings
  • Performance-based licensing system mandated by
    the KSBE-1992
  • Professional Standards Board developed committees
    from the field to work on program standards
  • Regulations Committeeregulations for what kinds
    of licenses, levels of licenses, requirements,

    level license.

  • Developed a teacher work sample in 2002 using
    professional education standards that are part of
    the new licensure system.

  • The KPA is to be completed by teachers who hold a
    conditional teaching license. The conditional
    license is the initial teaching license in the
    state of Kansas.
  • Conditional license holders must successfully
    complete the KPA in order to move to the
    professional license.

  • The teacher understands how individuals learn,
    understands child and adolescent development,
    demonstrates knowledge of appropriate
    adaptations, and has the ability to provide
    instructional strategies that afford learning

  • The teacher selects goals and objectives based
    upon knowledge of all students, subject matter,
    and curriculum outcomes. KSDE Standard 7

  • Instructional Design and Implementation
  • The teacher understands and uses a variety of
    appropriate instructional strategies, including
    those that represent a wide range of
    technological tools, to develop various kinds of
    students learning including critical thinking,
    problem solving, reading, and subject matter
    knowledge. The teacher also uses knowledge of
    parents, community and agencies to support all
    students learning and well-being when planning

  • The teacher is a reflective practitioner who
    continually evaluates the effects of his or her

Training for New Teachers
  • Most Kansas institutions are now using a Teacher
    Work Sample with candidates in student teaching.
    We have shared the KPA document with all
    institutions.
  • We do training for out-of-state teachers who are
    initial license holders in Kansas four times a
    year, in both the eastern and western part of the
    state. This training lasts for an entire day.
    It is voluntary and we pay none of the costs of
    the teachers who attend.

Training for Scorers
  • Began training by having scorers come to Topeka
    for two days to train and then score sample
    KPAs. Receive feedback on scoring.
  • Three scorers per KPA and then scores are
    averaged for a total score per KPA.
  • Now
  • Train pod leaders on one Saturday. Next Saturday
    all scorers come to Topeka. Re-trained by pod
    leaders. Give them KPAs to take home and score
    with a deadline for returning.
  • Goal
  • All of the scoring is done online.

Scoring (cont.)
  • We do anti-bias training for scorers.
  • De-emphasize spelling and grammatical errors.
  • Warn scorers to look at substance, not
    appearance.
  • Talk about pitfalls to avoid as a scorer-be as
    objective as possible
  • Expectation Not everyone will pass the first
    time

Assistance by School Personnel
  • In the Handbook we give guidance for mentors who
    might be working with new teachers.
  • We also provide guidance for principals as to
    their role.
  • Have done lots of technical assistance out in the
    districts.

RESEARCH
  • We will begin collecting data with this falls
    scoring session. Teachers scores will be sent
    back to their institutions if they are in Kansas
    so that the institutions can use them at program
    review and accreditation.
  • We will be doing surveys in 2007 once we have the
    qualifying scores.
  • We will be tracking criterion scores and total
    scores and using that data in other research we
    have planned.
