• Teacher Quality Enhancement Grant from USDOE
• a data-collection system to provide credible and
  reliable information on teacher and teaching
  quality indicators.
• imply ways of affecting teacher retention and
  effectiveness
• assess the supply of potential teachers
• aid in predicting and responding to shortage
  areas
• support research efforts to enhance teacher
  education programs.

• The project funded by the TQE grant, TEAL, had
  two parts
• TEAL I is an automated teacher licensure system
  at VDOE
• TEAL II is the comprehensive data system
  called for in
• Stepping up to the Plate at SCHEV

• TEAL II (renamed VITAL at the end of the grant)
  was developed by a
• committee representing the Teacher Preparation
  faculty at many Virginia
• colleges and universities with technical
  assistance and guidance from SCHEV,
• VDOE, and the principal contractor, HigherEd.org.
• VITAL has four Components
• Teacher Pipeline Application
• Teacher Outcomes (Surveys)
• School and Environment Descriptors
• Reports and Analysis Components
• VITAL is truly a collaboration of which all the
  involved institutions have
• taken ownership.
