3Move Update Requirement
- Effective November 2008, the Postal Service
required all addresses on mailings that receive
discounts for First-Class Mail or Standard Mail
service, whether presorted or automation (or
carrier route, for Standard Mail), to undergo
address correction within 95 days prior to the
mailing.

Mail - November 23, 2008 Rule Change
- Extended to all discounted First-Class Mail and

14Performance Based Verification (PBV)
- Evaluates mailers use of change-of-address
information - Uses live samples from mailings
- Streamlines mail acceptance, improves customer
service - Provides mailers with Move Update reports giving
electronic feedback on address quality. - Move Update reports are available on PostalOne!
- For mailers whose mailings are processed on
MERLIN (Mail Evaluation Readability Lookup
Instrument) at sites that have the PBV process. - Continuous Mailers will have to get hardcopy

15PBV Process
- At business mail acceptance
- A sample is selected from every mailing (sample
size determined by PostalOne!) - MERLIN captures barcode, name and address
information into a data file and electronically
transmits the NCSC - NCSC processes using NCOALink based logic and
returns results to PostalOne! which presents a
Move Update report - This process is completed before the postage
statement is finalized in the PostalOne! system
so that the results of the report can be
discussed with the mailer - Pieces with COA order are identified by a MERLIN
mail piece ID and can be pulled from the MERLIN
sample and copies provided to mailers

- Move Update reports will be provided to the
mailer whose mailings are processed on MERLIN at
sites that are activated for the PostalOne! Move
Update verification process -
- The USPS established a tolerance level of 30,
beginning May 11, 2009 to provide customers the
opportunity to improve their Move Update
processes - As performance throughout the mailing industry
improves, the USPS will tighten the tolerance
levels every four months - Additional postage may be paid from the permit
imprint account used for the mailing or from
another permit imprint or additional postage
account at the mailers discretion.
