• The continental US and Alaska are served by 3
  gateways, of which 2 are in Canada
• Clifton, Texas (near Waco)
• Smiths Falls, Ontario (near Ottawa)
• High River, Alberta (near Calgary)
• Canada is served entirely by the 2 Canadian
  gateways
• Mexico is served by 2 gateways, of which 1 is in
  the US
• San Martin de Texmelucan, Puebla (near the city
  of Puebla)
• Clifton, Texas
• The Caribbean is served by 1 gateway in Las
  Palmas, Puerto Rico

US Lawful Intercept Design

• The DOJ insisted on rerouting Globalstar USA
  (GUSA) calls to a US Point of Intercept (POI)
• No US-Canada treaty covers lawful intercept
• Resolves legal ambiguities surrounding
  interception of US-Canada calls through Canadian
  gateways
• US-US calls through Canadian gateways may be
  legally tapped under remote Lawful Intercept
  Server (LIS) approach, but sets precedent DOJ
  would not accept
• Only other acceptable solution to DoJ was to move
  the gateways to the US or build new US gateways
• This solution required significant development
• The Qualcomm gateway already contained inherent
  LI functionality
• Implementation of a tandem switch in Clifton with
  lawful intercept capability (no prior
  off-the-shelf product)
• Requires additional trunking between the Canadian
  and US gateways

Challenges

• J-STD-025 deficiencies had to be negotiated
  item-by-item with the FBI
• Interception would be performed on a tandem
  switch, for which there was no existing
  off-the-shelf product
• Most of the real-time Call Associated Data (CAD)
  would be lost, since the serving gateway retains
  this information before it is compiled as Call
  Detail Records (CDRs) a separate CAD POI would
  be required to provide real-time CAD
• The TMI agreement reached in September, 1999,
  indicated that the DOJ is willing to accept
  approaches that are substantially non-compliant
  with the J-STD
• Any solution had to satisfy Canadian regulations
  and legal constraints as well.

US Lawful Intercept Implementation

• 2-year phased approach
• Designed to meet US law enforcement concerns
  regarding Canadian gateways
• Deliver the Call Content (CC) and Call Associated
  Data (CAD) from the gateways to the authorized
  Law Enforcement Agency (LEA)
• The DoJ permitted a phasing of capabilities prior
  to the complete solution
• Canadian lawful interceptions may be implemented
  through secure servers at the Canadian gateways
• Reroute all US calls and call data to Clifton
• Must account for location of US sub. in US.
• Implement tandem switch with LI capability at
  Clifton for Call Content
• Add leased circuits between Canadian gateways and
  Clifton.
• Develop separate CAD POI
• Tap all US-mobile-terminated calls in Clifton
• Assign Clifton telephone numbers to all US subs,
  so US subscribers incoming calls will route into
  Clifton gateway
• Clifton reroutes call to serving gateway.
