Regional Stock Assessment in the Caspian

• A stock assessment workshop to which should be
  invited participants competent in stock
  assessment from all five littoral States should
  be convened as soon as possible with the support
  of all five littoral States the assessment
  should be based on common, verified data
• A manual should be produced summarizing
  international best practice in regional stock
  assessment, and presented to all Caspian
  countries as the basis of an acceptable stock
  assessment methodology for the region
• Voluntary assessment expertise (e.g. experts
  taking leave of absence, but whose expenses
  should be covered) should be used if other
  funding for their participation is not available
• A common database needs to be constructed for all
  species, if possible bringing data to a common
  format and including historical data. The
  workshop produced inventory of fisheries
  meta-data and methods, which will be used in the
  construction of the database.

• Regional assessments should be made as a matter
  of priority, with international participation and
  support in arranging by, for example, the FAO or
  the EU, sponsored by the five countries
• The methodologies for sturgeon assessment in
  future should be standardized across all
  participating States, but should consider
  catch-at age data, survey data, and/or other data
  made available by any of the five littoral States
• Caspian kutum (Rutillus frisii kutum) data are
  available for both Iran and Azerbaijan, so the
  countries will collaborate on an assessment
• Iran will join Azerbaijan in the assessment of
  anchovy kilka in the Caspian Sea. Pilot
  assessment of kilka based on international catch
  and survey data was initiated by SMCFP
