The key targets of the State plant quarantine
service of Ukraine and its structure

• The Competent authority responsible for
  realization public policy in the field of
  phytosanitary including food safety is the State
  plant quarantine service of Ukraine which is
  subordinated to the Ministry of Agricultural
  politics of Ukraine.
• The key targets of the State plant quarantine
  service of Ukraine are
  
• protection the territory of Ukraine from entry or
  introduction of quarantine pests from abroad or
  quarantine area
  
• timely detection, containment and eradication of
  quarantine pests
  
• prevention from introduction of quarantine
  organisms from the quarantine area to the regions
  of Ukraine where they are absent
  
• execution of state control on compliance of
  quarantine procedure and conducting measures on
  plant quarantine during planting, storage,
  export, import, transportation, treatment,
  realization and use of the regulated articles and
  objects.

• Main State Plant Quarantine Inspection of Ukraine
  in accordance with its targets
  
• studies species composition, biology and ecology
  of quarantine and other harmful organisms, plant
  diseases and weeds which are absent at the
  territory of the country, elaborates prediction
  of its possible establishment in Ukraine with the
  purpose of prevention from entry where they can
  lead to damage
• carries out record keeping and edition
  information on spread of quarantine organisms
  
• realizes phytosanitary expertise of the regulated
  articles and objects
  
• makes a proposal concerning conducting
  research-and-development works in the field of
  plant quarantine to the special representative of
  central authority of executive power on the
  issues of agricultural politics Ukrainian
  Academy of Agrarian Sciences and other
  research-and-development institutions
• arranges joint with quarantine services of other
  countries researches on establishment a
  correspondence of the regulated articles and
  objects with phytosanitary requirements of
  Ukraine
• carries out control on observance the legislation
  on plant quarantine including export and import
  from abroad seed, plants and plant production
  
• under the Law determines procedure of import,
  export and use of seed, plants and plant
  production from abroad, transportation within the
  territory of Ukraine and outside Ukraine by
  coordinating with quarantine services of those
  countries to which Ukraine has agreements under
  convention or agreement on cooperation between
  the countries.

The State Plant Quarantine Service of Ukraine
includes

• 27 State plant quarantine inspections from
  which
  
• 1 State plant quarantine inspection is in the
  Autonomous Crimea republic,
  
• 2 State plant quarantine inspections are in Kiev
  and Sevastopol,
  
• 24 State plant quarantine inspections are in the
  regions of Ukraine,
  
• Laboratories (Central scientific and research
  quarantine laboratory, quarantine laboratories
  21, zonal laboratories 6,
  
• points on plant quarantine at the admission
  points at the state border 192
  
• regional and interregional plant quarantine
  points 259.

Phytosanitary measures are taken for the goals
achievement

• protection of life and plant health at the
  territory of Ukraine from the risks as result of
  introduction and/or spread of regulated harmful
  organisms in Ukraine and reducing of these
  risks
• prevention or restriction of any damage as a
  result of introduction or spread of regulated
  harmful organisms.

Central Scientific and Research Quarantine
Laboratory

• Central Scientific and Research Quarantine
  Laboratory includes two divisions
  
• Information and methodical division
• Processing and analysis of materials received
  from international plant quarantine and
  protection organizations
  
• Development and preparation of methodical
  instructions and recommendations on regulated
  organisms
  
• Analysis and generalization of phytosanitary
  status of regulated articles from abroad,
  popularization and propaganda of knowledge on
  plant quarantine.
• Analysis and arbitrary expertise division
• Carries out phytosanitary expertise of various
  import and national regulated products, in
  particular, regulated articles which require
  conducting complex analysis.

Central Scientific and Research Quarantine
Laboratory

• Procedure of laboratory expertise of regulated
  articles can be divided into three stages
  
• carrying out analysis entomological,
  mycological, bacteriological, virusological,
  phytohelmitological and herbological with the
  purpose of detection of pests, plant pathogens
  and seed of harmful weeds
• Determination of the generic definition of the
  detected organisms
  
• After conducting the laboratory analysis of every
  sample an act of phytosanitary status on
  consignment, warehouse, elevator, field, farm
  land is given.
• By the results of the expertise recommendations
  are given on conducting certain protective
  measures on plant and plant production of
  national and import origin against pests and also
  measures on import, export, transportation,
  storage and utilization.

International cooperation

• Execution of the main tasks is not possible
  without close relationships and cooperation with
  international organizations.
  
• Since January 1994 Ukraine has become a member of
  European and Mediterranean Plant Protection
  Organization (EPPO).
  
• Since 31 May 2006 Ukraine has joined to the
  International Plant Protection Convention.
  
• During development and use of quarantine measures
  with the purpose of protection the territory of
  Ukraine from introduction and spread of pests the
  Main State Plant Quarantine Inspection of Ukraine
  uses International standards on phytosanitary
  measures and international database of EPPO.
• International activity of Ukraine in the field of
  plant quarantine is focused on gradual
  harmonization of national phytosanitary
  legislation to international norms and standards,
  information exchange, coordination of actions
  regarding use of phytosanitary measures.

International cooperation

• It should be mentioned that during export
  increase of regulated production international
  cooperation of the State plant quarantine service
  of Ukraine with national plant quarantine and
  protection services of foreign countries in the
  field of phytosanitary promotes solution of many
  problems and more effective realization of
  quarantine measures directed at prevention from
  introduction and spread of regulated pests and
  other harmful organisms at the territories of the
  countries.
• It was adopted 17 international bilateral
  agreements on cooperation in the field of plant
  quarantine and protection between Ukraine and
  other countries. It gives a possibility to
  minimize risk of mutual introduction harmful
  organisms for plants and plant production.
