Progress

• Tuvalu takes the leading role in ensuring that
  all development partner assistances are aligned
  to priorities articulated in - Te Kakeega II
  
• Integration of the former AMD functions to the
  PBD and Treasury Department.
  
• PBD ensures that all projects are being approved
  first by line ministries secretaries, then
  deliberated and appraised by PRC

• PBD also ensures that quarterly reports on all
  projects are developed and updated
  
• Inclusion of other government officials to the
  PRC
  
• UN Agencies assistance framework
• UNDAF CPAP, which identifies Tuvalus
  priorities and UN agencies assistances for the
  next 5 years

Challenges

• Lack of a proactive approach/ mechanism
  identifying development projects for the year
  
• Identifying donors to fund XB-project in the
  National Budget PSIP
  
• Prioritization process and implementation of
  projects, ensuring that they are implemented in a
  timely manner

Cont Challenges

• Due to the new structure of the former AMD, PBD,
  will have to consistently follow up with Treasury
  to track implementation status
  
• Ministries not forthcoming with their project
  reporting on implementation to PBD
  
• Some projects bypasses PBD and PRC

Way forward

• Explore ways/ proactive approach to aid
  effectiveness and develop the Aid Coordination
  manual to ensure that all parties adhere to the
  system
• Establishing of DCC Sub committees to enhance
  technical DCC review of projects
  
• Ensure timely reporting from ministries as well
  as Quarterly progress report from PBD
  
• Joint donor assistance framework and/ or country
  missions e.g. UNDAF

• Develop indicators in Te Kakeega II Matrix
  ensure measurable achievements are accomplished
  
• Joint reviews of development assistance by both
  development partners and government
  
• Partners to regularly dialogue with countries
  regarding any change to the conditions of their
  assistances
  
• Participation in Aid related trainings/ workshops
  sharing country experiences

• Ensuring donor harmonization in addressing
  Tuvalus national development priorities will
  assist in achieving Tuvalus National Vision
  stipulated in Te Kakeega II we will have
  achieved a healthy, educated, peaceful and
  prosperous Tuvalu
