  • Samoa Communications Ltd (SCL) incumbent
    communication service provider. Corporatised in
    July 1999 and continues to hold a 10 year
    exclusive license. It owns and operates all
    telecommunication infrastructure and facilities
    and provides fixed telephone and postal service.
