(1st telegraph link between Cairo Sawaken),
18711873 Telegraph line reached Khartoum (Small
unit for Post Telegraph).
1892/1903 First Telephone exchange in Sudan
(Eldaba Khartoum).
1910 -1971 The service was run by a government
body known as Posts Telegraphs (PT)
1971- 1978 Telecommunication was separated from
the Post service and run as a governmental
Department.

Formation
of NTC NTC was formed in September 1996 with a
view to provide an effective regulatory
framework and adequate safeguards to ensure fair
competition and protection of consumer interests.
The Government is committed to a strong and
independent regulator with comprehensive powers
and clear authority to effectively perform its
functions.

NTC GENERAL POLICY
  • NTC is entitled to regulate the
    telecommunication sector and all kinds of
    telecommunication networks and services in Sudan
    in accordance with the Telecommunication Act
    2001, doing so
  • NTC has set out the policy frameworks which are
    most likely to achieve the fullest and quickest
    benefits of the use of ICTs in general and of
    telecommunications in particular.
  • NTC proumlgate a strong and comprehensive policy
    to develop the use of ICTs through taking actions
    to ensure the removal of barriers and improve
    competition.
  • NTC ensure a technology neutral regulation but
    accelerating platform competition in broadband

Role of NTC
Scope of NTCs duties include, but not limited to
  • Implementation of the national policy of
    competition and market liberalization
  • Issuance of Licenses for the provision of mobile,
    fixed and other network services
  • Issuance of Licenses for Internet Service
    Providers
  • Setting rules regarding interconnection between
    Licensed Operators to ensure that interconnection
    is available on a fair and non-discriminatory
    basis

  • Publishing Guideline for Interconnection
    Agreement to be used by all holders of Operator
    Licenses
  • Regulating tariffs
  • Dispute resolution between service providers
  • Consumer protection
  • Setting technical standards for type approval of
    telecommunications network and customer premises
    equipment

  • Monitoring service quality and adherence to rules
    and regulations by service providers
  • Preparing a national numbering scheme and
    ensuring non-discrimination in the allocation of
    numbers and,
  • Any other functions that ensure a fair,
    transparent and competitive market environment
    according to international best practices that
    may be considered to be necessary by the
    Government.

    network level of security, tariff level for the
    universal service ,obligations on legal tapping
    and provisions concerning calling line

The Challenges
How to satisfy public interest issues such as un
iversal service, data protection, public safety,
or consumer protection. The convergence of comp
uters, telecommunications and information
technology exerted tremendous pressure in our
policy and regulation. The significant decrease
s in tariffs, especially in the long distance and
international markets due to applications of IP
telephony and the broadband services ,with a
strong improvement in service quality and service
diversification. The GATS agreement for market
opening.
