- started in 1977 and based on UKs Institution of
Electrical Engineer (IEE) Wiring Regulations
- revised in 1988 and then 1998
- latest revision in 1998 was based on IEE Wiring
Regulations 16th Edition (or BS 76711992

- drawn up to ensure safety, especially from
electric shock and fire in the use of electricity
and related principally to the design, selection,
erection, inspection and testing of electrical
installations

- Singapore Productivity and Standards Board (PSB)
is the national standards authority in Singapore.
The drafting of standards is undertaken by
technical committees who are technical experts in
the specific fields. Industry associations,
professional bodies, regulatory bodies, academic
institutions and other relevant parties are
invited to participate on these committees.

- Evidence of compliance -- certificate issued?
- For electrical installation designed to take
electricity supply from the the public
electricity supply system, the competent person
is required to certify fitness of the consumers
electrical installation. The electricity
supplier will conduct site inspection and if the
installation is satisfactory, a statement of
turn-on will be issued by the public electricity
supplier and followed by turn-on of electricity
supply.

electricity supply from mobile generating set,
the competent person has to certify fitness of
the installation for the purpose of obtaining a
licence to use or operate the installation from
EMA.

- What is the dispute settlement process?
- The competent person (licensed electrical worker,
LEW) is responsible for his certification for the
purpose of connection of electricity supply.
Both the public electricity supplier and the
public transmission licensee have the authority
to refuse connection of electricity supply if
they found the consumers electrical installation
is unfit for connection to the public electricity
supply system. The LEW has to make good the
defects to the satisfaction of the public
electricity licensees before connection of
electricity is permitted. -

- What are the penalties of non-compliance?
- For electrical installations do not comply with
the relevant code of practice or technical
requirements of the public transmission licensee,
the penalty to the consumers concerned would be
refusal for connection of electricity supply to
the consumers installations by the public
electricity licensees. Appropriate disciplinary
action will be taken by EMA if the LEW is found
omission or negligence in his work.
