2Few weeks ago, many experts have pointed out the
failure in the fight against vegetable drugs
(cocaine, heroin, cannabis) production.
500 economists from several countries have
proposed the liberalization.
It means liberalization of production, trade and
consumption.
Their proposal seeks to break down the drug
trafficking.
3The traffick of vegetables drugs generate an
income for organized crimes of 320 bilion for
a year
Thats rappresent the 22 economy in the world
after the Svedish one.
4BUT WHAT REALLY IS THE DRUG TRAFFICKING?
5It is a phenomenon entirely in the hands of
organized crime?
Or is something more complex, ambiguous and
perverse, in which the complicity of some
governments have a primary importance?
6From 1990 to now there has been an incessant
decline in prices of heroin and cocaine.

9This decline indicates that there is already a
liberalization, although not officially declared
it is made by those Governments that tolerate on
its territory extensive areas of illicit crops
and by those Governments that allow huge amounts
of drugs to move from one continent to another.
The 500 economists who advocate liberalization
have understood what, really, is the situation of
the international drug trafficking?

with John Kerry and Barack Obama
Plan Colombia was implemented in 2000 with a
view to 1) ending armed conflict 2)
eliminating cocaine production and
trafficking 3) promoting the countrys
economical and social development
Lack of evidence indicating real progress in the
war against drug and in the neutralization of
paramilitary forces is disconcerting
