Portuguese History of Veterinary Medicine

Ordem dos Médicos Veterinários
The Ordem dos Médicos Veterinários (OMV), created
on the 4th October 1991, is the Institution which
represents the licensed Veterinary Practitioners
in Portugal. The Order is a Public Association
independent from the Government, being free and
autonomous in its attributions. Only veterinary
practitoners registered in OMV are able to
legally practise veterinary medicine, on a
professional basis, in Portugal.

members, of which 3663 are active (1900 female
members and 1763 male members).

as young, since 76 of its members are less than
50 years old, and 59 are less than 40 years old.

Veterinarians in Portugal
  • Considering Portugal to have 10M inhabitants,
    there is presently a ratio of 1 veterinarian for
    2730 citizens.
  • Annually there are 250 new veterinary graduates
    registering in OMV, but in the next year this
    number will rise to 330 new veterinarians per
    year.
  • This means that in the next 10 years, the number
    of veterinarians in Portugal will double.

Veterinarians and Animal Health
  • Portuguese Veterinarians play an essential
    role in maintaining Animal and Public Health and
    establishing eradication and vigilance programs
    for animal infectious diseases.
  • In the past years, the portuguese
    veterinary practioners have been engaged in
    several control programs

OMV Veterinary policies
  • OMV is often invited to meet with the
    Government, Veterinary Services and other
    stakeholders, concerning diverse legislative
    matters that affect Veterinary practitioners
  • OMV acts as an adviser, uttering opinions
    and suggestions and producing drafts which help
    to improve legal documents.

Veterinary Prescriptions
  • Giving the need to control the prescription and
    use of drugs on farm animals, the Government
    published laws approving veterinary medicines and
    veterinary medicated feed normalized
    prescriptions (D.L.175/2005, Portaria 1159/2005
    and D.L. 151/2005).
  • Those diplomas establish the principle that all
    veterinary drugs used in farm animals must be
    prescribed by a veterinarian, using standard
    formularies.
  • OMV is the entity responsible for supplying the
    official prescriptions and the professional
    vignette, which identifies the veterinarian/prescr
    iptioner.

Veterinary Medicines and Products
  • Following the publication of the national laws
    approving the veterinary medicines and veterinary
    medicated feed prescriptions (D.L.175/2005,
    Portaria 1159/2005 and D.L. 151/2005), the
    Government felt the need to update the laws
    regarding Veterinary Drugs and Products. A new
    document was prepared to replace the
    D.L.184/1997, meeting the requirements of UE
    Directives 2001/82/CE and 2004/28/CE.
  • The new legislation regarding Veterinary Drugs
    and Products, was already approved by the
    Government and will be published in the next few
    days. This diploma will establish the veterinary
    practitioner as the only person allowed to
    prescribe veterinary drugs and will authorize
    Veterinary Medical Centers to sell Veterinary
    Medicines and Products (MUV and PUV). It will
    also revoke some norms related with the commerce
    of MUV and PUV and will permit the purchase of
    these products by associations and farmers.

Veterinary Clinical Centres
  • OMV also regulates the Private Practioners
    activity, by implementing Regulations on the
    establishment and practise in Veterinary Clinical
    Centres (CAMV)
  • All CAMV have to be registered in OMV. After an
    OMV inspection, the centres are classified in
    Consulting-rooms, Clinics or Hospitals.
  • OMV also established that each CAMV must have a
    Clinic Director, whos responsible for all the
    practitioners working in the CAMV, and is also
    accountable for the observance of all the
    deontological and ethical rules.
  • These internal regulations will be translated
    into National Law, and the Official Veterinary
    Services (DGV) will be responsible for licensing
    the Clinical Centres, in cooperation with OMV.

Veterinary Clinical Centres
  • There are 907 Veterinary Clinical Centres
    registered in OMV

Complaints Book
  • On January 6th 2008, the DL 371/2007 was brought
    to force, which widened the obligatoriness of
    determined establishments to provide Complaints
    Book. The Veterinary Medical Centres were also be
    comprised by this legislation.
  • All the complaints must be sent to the Ordem dos
    Médicos Veterinários, which is the Institution
    responsible for the processes surveillance and
    instruction.
  • OMV is the only Professional Order in Portugal
    which was given this attribution.
