- 3 (1) The purposes of the university are
- to offer baccalaureate and masters degree
programs, - (b) to offer post-secondary and adult basic
education and training, - (c) to undertake and maintain research and
scholarly activities for the purposes of
paragraphs (a) and (b), and - (d) to provide an open learning educational
credit bank for students.

- (2) The university must promote teaching
excellence and the use of open learning methods. - (3) In carrying out its purposes, the university
must serve - the educational and training needs in the region
specified by the Lieutenant Governor in Council,
and - (b) the open learning needs of British Columbia.
5The Strategic Planning Process
Board of Governors asks Senate to recommend a
strategic plan for Thompson Rivers
University. Senate approves Strategic Planning
Framework document at its January 23, 2006
meeting. Senate establishes the Planning Task
Force to lead the development of a strategic plan.
6The Planning Task Force Terms of Reference
1. The PTF is an ad hoc committee of University
Council and will be disbanded once the new
strategic plan is adopted. 2. The PTF will
receive responses to the planning questions and
will review, analyse, synthesis, and consolidate
them following the February in-service day.
Based on the input from the university community,
the committee may draft a new mission statement
and may draft a revised statement of the
universitys values. The committee will then
develop a draft strategic plan that would include
the revised mission and values statements.

- 3. The PTF will organize town hall meetings on
the Kamloops, Williams Lake, and Burnaby campuses
to solicit comment and observations on the draft
document. - 4. The committee will hold open houses at the
Kamloops and Williams Lake campuses to gather
input from the wider community.

5. Based on the input received from the
internal and external communities, the PTF will
make appropriate adjustments to the draft
strategic plan. 6. The PTF will then present the
final draft document to the University Council
for its consideration and recommendation to the
TRU Board of Governors.

Strategic Planning Framework (SPF) document was
developed that facilitated review, comments and
questions on Mission, Values and strategic
initiatives. February 1, 2006 (SPF) document
distributed to all academic and administrative
units. February 22, 2006 SPF was discussed
widely throughout TRU during the Inservice
day. March 10, 2006 Last day for responses to
the SPF document.

SPF were received. All responses were reviewed,
analysed, synthesized and consolidated. The
Planning Task Force created a draft strategic
plan and adopted the theme The University of
Choice.

As the most comprehensive, primarily
undergraduate university in Canada, Thompson
Rivers University seeks to build on the strengths
it has established for the quality and impact of
its highly flexible, integrated, experiential and
practical university learning experience.
Specifically, TRU will now seek to clearly
establish itself as the University of Choice in
the context of six distinct strategic goals.

Thompson Rivers University recognizes that
learning, in all its forms, is greatly enhanced
by the environment in which it takes place. As a
comprehensive, teaching-focused university, TRU
has a unique opportunity to engage students and
create an experience, be it on campus or in the
community, that will not only enhance educational
objectives but serve to prepare students to make
positive, life-long contributions to our global
society and the communities in which we live.

Research and Scholarship with Teaching and
Learning
Thompson Rivers University recognizes that it is
the contribution to the creation of new knowledge
and its applications that distinguishes
universities from other post-secondary
institutions, and that students will benefit most
from this when faculty who are actively engaged
in research and scholarly work bring their
expertise and experiences to their teaching. The
university also believes that students benefit
when they have the opportunity to participate in
the processes of creation, integration,
application and dissemination of knowledge, and
sets as a high priority the integration of
research and scholarly work with teaching and
learning, to the mutual benefit of both.

gt Encourage, support and celebrate high-quality
research, scholarships, creative works and
innovation transfer that enhance the quality of
education. gt Increase the opportunities for
undergraduate as well as post-graduate students
to participate in research and scholarly work,
and promote the value of pure and applied
research to communities at all levels. gt
Ensure that academic curricula contributes to
students understanding of the ways in which new
knowledge is obtained, evaluated, integrated,
applied and disseminated. gt Develop strengths in
pedagogical research that support ongoing
improvements in quality teaching and learning,
directly benefiting all TRU students, and support
post- graduate programs in specific areas
consistent with TRUs expertise and demonstrated

build a new Library and Learning Commons on the
Kamloops campus that is designed to facilitate
and support the scholarship and research
activities of both faculty and students.

and First Nations
Thompson Rivers University, known for its broad,
multi-cultural student population, seeks to
ensure that the campus, curriculum and the
university community are welcoming, supportive
and positive environments for aboriginal students
to achieve their education goals.
24As the University of Choice for Aboriginal
Students and First Nations, Thompson Rivers
University will
gt Review curricula to identify courses and
programs where it is appropriate to
incorporate aboriginal knowledge and culture
and promote understanding for all students. gt
Determine, through consultation, how to make the
campus more welcoming and supportive for
people of aboriginal ancestry. gt Expand the
successful participation of aboriginal students
in all programs. gt Develop business, technology,
trades and leadership programs in response to
the needs of First Nations. gt Devote space to
support a First Nations House of Learning on
campus to provide social, cultural and
educational opportunities for all. gt Seek to
increase the number of employees of aboriginal
ancestry in university employee groups.
25The University of Choice for Open Learning
Thompson Rivers University, which has a legacy of
being open and accessible to students, now has a
legislative mandate for open learning in the
province of British Columbia. As the most
comprehensive university in Canada, TRU has the
ability and opportunity to incorporate openness
across all programs, and ensure that learning,
and the recognition of learning in the form of a
credential, is available provincially, nationally
and internationally.

gt Strive to make all levels of post-secondary
education available at a time, place and
delivery modality convenient to the learner. gt
Establish distance education as a viable
complement to on-campus and classroom
learning, and promote the inherent openness of

Expand the recognition and acceptance of credits
earned elsewhere towards the completion of all
programs by establishing an educational credit
bank that broadens credential completion
opportunities. gt Broaden participation in
post-secondary education by developing
programs to encourage and engage first-time,
first-generation learners. gt Where programs
allow, expand options for greater flexibility
through part-time and distance learning
opportunities. gt Examine opportunities for
part-time and distributed learning students to
develop a dynamic and meaningful relationship
with other students and the institution.

Thompson Rivers University has a rich history of

the university out into the international
community. Building on the legacy of thirty
years of international connections, the
university seeks to balance success in the
international context by creating expanded
international opportunities and experiences for
Canadian students, faculty and staff.

gt Increase the number of international learning
opportunities for TRU students. gt Increase the
opportunities for TRU faculty to teach
internationally. gt Develop partnerships with
international universities for joint research,
scholarship and faculty exchange

courses and programs where it is appropriate to
incorporate international perspectives and
increase awareness of global issues. gt Develop
an international presence on the Williams Lake
campus and create activities that will profile
and celebrate internationalism on all TRU
campuses.
