11History of PIPE Development
- 2004 Introduction of soybean rust
- 2005 Development of soybean rust PIPE
leadership and funding by USDA-APHIS and using
ZedX software - 2006 - Expansion to soybean aphid, funding from
RMA and leadership by USDA-CSREES - August 2006 Formation of PIPE steering
committee. Reps Government 7, Universities 11,
Industry 2 (including Glenn Bowers) - 2007 Expansion of PIPE to other legumes
- March Seed industry PIPE proposal
- http//www.ipmpipe.org/
12PIPE Future??
- How will the PIPE be funded?
- How long will federal funding continue?
- What is the most sustainable way to collect pest
observations? - Is government funding of sentinel plots the most
efficient way to collect data? - What are the respective roles of government,
industry and university? - How much say should industry have in building the
PIPE? - How can we build a pest database that contains
data from industry and government sources? - How can industry begin the process of getting
such a database started?
13Seed Industry PIPE
- SI-PIPE could be built under a an MOU between
ASTA and ZedX inc, with voluntary contributions
from government and university - Proposed name is Cooperative Pest Information
System CoPIX - Focus on corn, soybean and watermelon with 5-6
endemic pests on each commodity as a pilot phase - Survey and/or diagnostic plant pest data in an
electronic format that includes company
identifier, date, state, county, host, pest, pest
quantity, diagnostic method (if applicable),
latitude (optional), and longitude (optional) - Distribution of information is governed by data
sharing protocol
14Seed Industry PIPE
- ASTA
- Voluntary contribution of diagnostic and survey
data from ASTA members according to a data
sharing agreement. - ZedX
- Maintain Pest Information Platform
- Sustain site through industry contributions
- Provide data confidentiality according to data
sharing protocol - Share data with USDA IPM-PIPE and other
stakeholders - Government and Universities
- Voluntarily provide pest data sheets and risk
maps for exotic and endemic pests
15Seed Industry PIPE
- Advantages
- Development can begin now!!
- IT contractor ZedX manages USDA-IPM PIPE
- Builds industry bargaining power by building
large database - Increases exposure of industry data to government
and industry - Gives industry control over how its data will be
used and how the seed industry PIPE will develop - Gives industry a leadership role in building PIPE
systems
