• Now I am not suggesting that baseball applies
  to certification in education. But the analogy
  presented here is one of determining a process
  that has made certification more accessible and
  cannot be dismissed. Instead, it must be
  addressed because the RULES HAVE CHANGED for
  certification.

THE REALITY

• All of you have heard me say that there is no
  mission more important to the University System
  of Georgia than the preparation of teachers for
  Georgias public schools.

• If we do nothing to increase the number of
  highly qualified teachers we prepare, we are by
  omission condoning the increased number of
  for-profit and out-of-state providers that have
  entered Georgia in teacher preparation. Some of
  these programs are of questionable quality.

THE FACTS

• 12,507 new teachers were hired in Georgias
  public schools in FY 2003
• Only 3,020 teachers were produced by USG
  institutions.

• Best estimates show that 46 of the NEW HIRES
  in FY 2003 came from out-of-state.

If all 3,020 teachers produced by USG
institutions were hired in Georgia, this would
have represented only 24 of the new hires.

• The remainder came from sources such as
• - Provisionally (less than full) certified
  
• teachers
• - Returning teachers
• - Delayed entry teachers

MANDATE FROM THE CHANCELLOR

• Double the production of teachers within the USG
  by 2010
• Since doubling capacity cannot be achieved by
  simply doubling existing efforts, I encourage you
  to consider creative and innovative approaches in
  these plans.
