Purpose of the Meeting

• This is a ? Pre-Ship Review -- the Pre-Ship
  Review was held on December 15-17, 1999
• It is a review that combines
• Traditional Pre-Ship Review
• Red Team Review Follow-Up
• Co-chaired by
• Charles Vanek - Director, Office of Systems
  Safety Flight Assurance
• Ron Thomas - Chairman, EO-1 Red Team
• Objectives of both reviews are combined
• Will not repeat what we have said previously
  unless it is necessary to make a point

Delta Pre-Ship Review Objectives

• A Pre-Ship Review must establish that
• 1) The observatory is finished and all planned
  work has been completed
• 2) The observatory was properly verified
• 3) It successfully completed an appropriate
  environmental test program
• 4) Adequate test margins have been demonstrated
• 5) All test anomalies have been fully explored
  and explained
• 6) All open action items have been closed
• 7) The launch campaign is ready to begin
  implementation
• 8) All range safety and readiness issues have
  been satisfactorily addressed
• 9) The ground system will be ready to support the
  launch campaign and
• 10) A survey of residual risks must be completed
  to identify Redbook candidates.

Red Team Charter

• Red Team Responsibilities
• Review EO-1 mission in terms of the likelihood of
  completing the validation requirements of the
  EO-1 Minimal Mission
• Comment on the role of single string designs as a
  baseline for technology validation missions
• Red Teams estimate of the performance level
  achieved by the Project in meeting the 13 aspects
  of the developmental process
• Provide recommendations to improve the status
  where the Red Team feels the Projects
  performance is inadequate
• Ascertain and document all residual risks judged
  to be higher than low
• Assess all single-point failures and comment as
  to their acceptability
• Comment on the use of FMEA, FTA, and PRA by the
  Project
• Provide an overall risk statement
