Background

• Board decided in July 2003 to postpone decision
  on revising eligibility list until phase 2
  

• Important to establish eligibility early for GAVI
  phase 2
  
• The WB 2003 list of GNI/capita is now final

Revising the List of Eligible Countries

• WB considers it impossible to rank Cuba, Iraq and
  Equatorial Guinea
  
• Proposed only to change the current list of
  eligibility based on evidence ( WB 2003 data)
  
• Proposed to revise the eligibility list again
  in 2006 based on 2005 GNI/capita data

Proposal (with slight change from the document)

• To include Kiribati
• Cuba remains on the list
• To exclude Albania, Bosnia Herzegovina, China
  and Turkmenistan
  
• Iraq and Equatorial Guinea remain outside the list
