DAMAGES AND LOSSES
  • Worst affected areas districts of Khuroson,
    Pyanj, Qumsangir, Shahrinav, Rasht, and Nurobod
    of Khatlon Province.
  • Affected Population total 12,000 directly
    affected and in need of assistance,including
    3,000 displaced
  • Land/crop losses total 40,000 hectares,
    including 22,000 cotton, 960 vegetables, 221
    potatoes, 8,000 cereals, 3,000 fruit and
    vegetables.
  • Infrastructure 508 km roads, 63 bridges damaged
    2,500 buildings, including 350 homes and five
    schools destroyed. Extensive damage to community
    water and sanitation facilities.
  • Livestock estimated 3,200 head.

IMMEDIATE RESPONSE (First week)
  •  
  • IFRC and UN relied upon internal emergency
    funding mechanisms (DREF and OCHA cash grants)
    (approx. 26 hrs). 
  • UN released tents, fuel, and basic relief
    supplies from emergency reserves in-country
    (replenished with cash grants) covering 470
    families. (30 hrs).
  •  Government released tents and emergency stocks
    for additional 440 families in Pyanj and Khuroson
    (30 hrs.) Appeals for bilateral aid.
  •  WFP transported emergency food assistance to all
    affected areas  
  • REACT launched Local Emergency Appeal for US 1.3
    million to meet immediate water, sanitation,
    health needs of 12,000 persons (78 hrs)

CURRENT RESPONSE STATUS
  •  
  • Khuroson and Nurobod families provided plots on
    safe land. Construction commenced on 132 out of
    340 homes destroyed/damaged. Food needs covered
    by WFP. Approx. Funds provided to families by
    Govt, Tajik Insurance Agency and private sector.
  • Pyanj and Qumsangir 20 families still in tents
    provided by IFRC, food assistance by WFP. Local
    Govt allocated 0.10 hectares of land and cash
    grant to each family. Thus far, no construction
    of damaged houses in Pyanj.
  • All districts health, water, sanitation and
    education requirements remain unmet as follows

COORDINATION AND OVERALL RESPONSE
  • Response timeliness and effectiveness can/should
    be improved.
  • COES should be restored to its former ministerial
    status and/or represented in the interministerial
    Commission headed by Minister of Economy/Trade.
  • COES appoint individual as intermediary between
    Government and REACT to enhance information
    sharing, needs/gap analysis and planning.
  • UN and bilateral missions endeavor to
    re-establish and support the NGO forum.
  • A Steering Committee be established within REACT
    based on IASC guidelines/operating procedures
    with full NGO representation.
