  • Johnson County STOP Underage Drinking Project,
    Inc.
  • History
  • Johnson County Safe Communities, Inc. (JCSC)
    was created in June 1996 out of the Johnson
    County Traffic and Safety Council.
  • In 1998, the Johnson County STOP Underage
    Drinking Project (STOP) was formed as a
    subcommittee of JCSC.
  • Reason for coalition formation
  • The development of the Johnson County STOP
    Underage Drinking Coalition came about through
    frustration on the part of Court Services
    personnel, Juvenile Probation, prevention
    specialists, School Resource Officers, Law
    Enforcement, city and county Judges, parents and
    youth with underage drinking and tragedies
    related to that.
  • Through the frustration, this group of
    concerned professionals and community members
    came together to discuss actions that needed to
    be taken in order to create more awareness and
    education regarding underage age drinking in
    Johnson County. This group developed into the
    Johnson County STOP Underage Drinking Project.
    The Wrong of Passage and Choices program came
    soon after as an educational means to addressing
    a national problem at a local level.

  • History
  • In February 2001, the JCSC coalition obtained
    501-C-3 non-profit status.
  • An official name change from Johnson County
    Safe Communities, Inc. to Johnson County STOP
    Underage Drinking Project, Inc. occurred in
    November 2005.
  • In August 2006, the Kansas Citizens Committee
    on Alcohol and Other Drug Abuse in collaboration
    with Addiction and Prevention Services awarded
    STOP the Kansas Coalition of Excellence award.
    The award recognizes excellence in substance
    abuse prevention and community volunteers and
    coalitions. STOP was selected based on the
    ability to demonstrate strong leadership,
    sustainability in funding and clear goals and
    outcomes.

STOP Underage Drinking Project, Inc. is a
collaborative effort of local agencies and
organizations dedicated to reducing injury and
death within our community. PURPOSE
STATEMENT The Johnson County STOP Underage
Drinking Project, Inc. in committed to
providing youth, parents, and the community with
factual data, education, prevention
and intervention tools to reduce the incidence of
underage drinking and related tragedies. VISION
The vision of the Johnson County STOP Underage
Drinking Project, Inc. is to create a safe,
healthy community where youth make positive
choices.

  • Social Development Strategy
  • Social Development Strategy emphasizes two key
    protective factors bonding to prosocial family,
    school and peers, and clear standards or norms
    for behavior.
  • The strategy identifies three processes that
    promote these protective factors opportunities
    for involvement in productive prosocial roles,
    skills to be successfully involved in these
    roles, and consistent systems of recognition and
    reinforcement for prosocial involvement.
  • These factors protect against the development of
    conduct problems, school misbehavior, truancy,
    and drug abuse

  • STOP recognizes youth for being positive role
    models
  • Since 2005, STOP has provided a Johnson County
    STOP Underage Drinking Project, Inc. Scholarship
    Fund that awards 1,000 scholarships to a
    college/university to Johnson County high school
    seniors
  • The Scholarship Fund is a character-based
    scholarship and applicants demonstrate their
    involvement locally (community, school, faith,
    etc.) in prevention initiatives and explanation
    of how they have been a positive, drug-free role
    model to others.
  • An Awards Banquet is held in June to publicly
    thank the students for their involvement in
    prevention efforts and to showcase their
    outstanding character commitment to being
    alcohol and drug free

  • Information dissemination This strategy provides
    awareness and knowledge of the nature and extent
    of substance use, abuse, and addiction and their
    effects on individuals, families, and
    communities. Information dissemination is
    characterized by one-way communication from the
    source to the audience, with limited contact
    between the two.
  • Examples Booths at Back-to-School events,
    community health fairs, PTA information night,
    school health/safety/wellness fairs, distributing
    STOP brochures and other brochures related to
    substance abuse prevention, distribution of the
    Wrong of Passage folder of resources education,
    various educational information posted on the
    STOP website, articles related to substance abuse
    prevention in newspapers, school newsletters,
    distribution of PROMise to be Drug-Free materials
    to area florists, tuxedo rental, limousine
    services, schools, etc.

  • Education This strategy involves two-way
    communication and is distinguished from the
    information dissemination strategy by the fact
    that interaction between the educator/
    facilitator and the participants is the basis of
    its activities. Activities under this strategy
    aim to affect critical life and social skills,
    including decision-making, refusal skills,
    critical analysis (e.g., of media messages), and
    systematic judgment abilities.
  • STOPs primary prevention education strategy
    utilizes the Wrong of Passage Choices media
    presentation and the Classroom Performance System
    to engage participants in active real time data
    collection and discussion.
  • To Date, STOP has provided at least 318
    presentations to at least 25,828 participants
    since 2000
  • Examples The Wrong of Passage and Choices
    underage drinking prevention presentations to
    various community sectors (school, parents,
    PTA/PTO, faith-based organizations, boy scouts,
    etc), panel presentations at underage drinking
    prevention trainings and forums (members answer
    questions about social norms, attitudes, alcohol
    abuse, etc.), Town Hall meetings on underage
    drinking, facilitation of the Wrong of
    Passage/Choices program for the students that
    will participate in athletics and their parents
    at various high schools in Johnson County,
    Alcopops training (alcohol media trends, etc.),
    middle and high school youth leadership summits,
    drug trends presentation utilizing the
    Communities That Care Student Survey,
    presentations for parents and youth receiving
    Housing and Urban Development (HUD) assistance,
    facilitate the Wrong of Passage underage drinking
    prevention program for the Johnson County Court
    Services Be A Parent class.

Prevention (CSAP) Six Strategies Education Wron
g of Passage A Wrong of Passage is a 26-minute
video geared toward parents and adults. It was
videotaped in Johnson County, Kansas and is
presented as part of an interactive multi-media
presentation, followed by a panel discussion.
Choices Choices is a 19 minute video geared
toward teens. It is presented in the same format
as A Wrong of Passage, with slides and
question-and-answer session for the younger

  • Alternatives This strategy provides for the
    participation of target populations in activities
    that exclude substance use. The assumption is
    that constructive and healthy activities offset
    the attraction to--or otherwise meet the needs
    usually filled by--alcohol and drugs and would,
    therefore, minimize or obviate resort to the
    latter.
  • Examples STOP partnered with the Kansas City
    Royals baseball team and were selected as
    Rookies of the Week. Fifty game tickets and
    food vouchers were provided to coalition members
    and youth to attend this special event and were
    recognized during the baseball game, partnering
    with the Kansas City Wizards, Olathe Police
    Department, Shawnee Police Department, Shawnee
    DARE and other drug free programs in the KC Metro
    area to provide a Drug Free Youth Night With the
    Kansas City Wizards. STOP sponsored back to
    school pool party program in conjunction with
    various high schools as a drug-free event for
    students. Youth participated in an education
    program where students were competing in an
    alcohol trivia contest for donated prizes, hosted
    Back to School event at Incred-A-Bowl (trivia and
    education for youth, prevention materials and
    give away prizes were included)

  • Problem identification and referral This
    strategy aims at identification of those who have
    indulged in illegal/age-inappropriate use of
    tobacco or alcohol and those individuals who have
    indulged in the first use of illicit drugs in
    order to assess if their behavior can be reversed
    through education. It should be noted, however,
    that this strategy does not include any activity
    designed to determine if a person is in need of
    treatment.
  • Examples The coalition and its members will
    refer individuals to local social service
    organizations/agencies when requested. Also,
    Hotline numbers and other resources are provided
    in participant folders/packets as well.

  • Community-based process This strategy aims to
    enhance the ability of the community to more
    effectively provide prevention and treatment
    services for substance abuse disorders.
    Activities in this strategy include organizing,
    planning, enhancing efficiency and effectiveness
    of services implementation, interagency
    collaboration, coalition building, and
    networking.
  • Examples coalition meetings, strategic
    planning, planning back-to-school alcohol
    awareness projects and spring proms and
    graduation events meeting to plan strategies for
    education of youth, parents, schools, etc.
    regarding underage drinking prevention
    Back-to-school pool party task force created
    STOP coalition meets monthly to plan, discuss
    current initiatives, and address any request for
    services/needs that may arise Action planning
    for drug free alternative activities/events
    collaborate with various organizations/agencies
    throughout the county to build comprehensive
    prevention initiatives and utilize resources
    coalition members wrote/mailed letters recruiting
    youth volunteers to attend STOP Underage Drinking
    Youth Forum to address and decrease underage
    drinking facilitate a parent forum that brought
    local parents and coalition members together to
    address strategies to reduce/eliminate underage
    drinking in Johnson County.

  • Environmental This strategy establishes or
    changes written and unwritten community
    standards, codes, and attitudes, thereby
    influencing incidence and prevalence of substance
    abuse in the general population. This strategy is
    divided into two subcategories to permit
    distinction between activities that center on
    legal and regulatory initiatives and those that
    relate to the service and action-oriented
    initiatives.
  • Examples assist local schools in developing,
    strengthening and enforcing school policies
    related to underage drinking and other drug use
    advocating and testifying for Social Hosting
    legislation advocating for law enforcement to
    conduct regular compliance checks for sales of
    alcohol to underage individuals advocating for
    Party Patrol to enforce underage drinking and
    social host laws local restaurants agreed to be
    listed on the back of alcohol-free prom cards,
    and provide free appetizers to all students who
    brought the card in and had a meal prior to their
    prom, thus encouraging a drug-free prom season
    for community students STOP coalition members
    Judge Arnold-Burger and Officer Trevino testified
    in front of the KS House of Representatives in
    support of SB 197 regarding graduated sanctions
    for Minor In Possession and hosting parties
    after direct contact with the coalition, a local
    liquor store owner adopted a policy to distribute
    STOP Underage Drinking stickers to adult patrons.
    The stickers were created by the coalition.

October 18, 2006 To Whom It May Concern The
Johnson County STOP Underage Drinking Project is
a 501(c) 3 non-profit organization comprised of
concerned professionals and youth volunteering
their time to focus on a very important issue
eliminating the incidence of underage drinking
and related tragedies. STOP has been in
existence since 1998, and is committed to
providing youth, parents and the community with
factual data, education, prevention and
intervention tools regarding underage
drinking. STOP seeks a corporate donation from
QuikTrip so that we can continue our commitment
to prevent underage drinking and related
tragedies. With sponsors like you, we are able
to provide community prevention opportunities
such as our Alcohol and Drug Free Youth
Leadership Summit and the Underage Drinking
Prevention Scholarship Fund. Your contribution
will ensure that our drug-free alternative
activities continue. This past August, STOP met
the goal of presenting (15) 1,000.00
scholarships to local high school graduates that
take an active role in helping to prevent
underage drinking in the community. STOP has the
ability of measuring outcomes through the use of
the Kansas Communities That Care Student Survey
that is implemented in the schools. STOP
concentrates its efforts on four main factors
the age of initiation of drugs and alcohol,
lifetime use, 30 day use, and favorable attitudes
toward substance abuse. This organization is
ongoing, but specifically needs funding to award
scholarships, make the Wrong of Passage
presentation to parents and youth, and continue
to facilitate our Youth Leadership
Summit. Enclosed are a corporate donation form, a
pamphlet about STOP, a pamphlet about the Wrong
of Passage presentation, our sources of funding,
goals, objectives, and outcomes for STOP, and
proof of our 501(c)(3) status. Please contact me

Sustainability Continuing Education
This is a reminder that the Johnson County
STOP Underage Drinking Project coalition meeting
is scheduled for Thursday, April 10, 2008 _at_ 330
pm at  Johnson County Sunset Building (11811 S.
Sunset, Olathe 66061) in room 1010 (119th
Ridgeview).    Agent Hamilton from the Kansas
Alcoholic Beverage Control (KABC) will be
providing a training on fake id's and other
issues as it relates to underage
drinking.    The coalition meeting will follow
the presentation.      Attached are the minutes
from March's meeting for your review.  As a
reminder, the STOP coalition meets the second
Thursday of each month at 330 p.m. at a new
location Johnson County Sunset Building.
