2Debemos aprovechar el fin de siglo para hacer un
corte de cuentas de los profundos daños que le ha
causado a nuestra sociedad el fenómeno del
narcotráfico. En lo ecológico no queda duda que
es el principal depredador de grandes zonas del
territorio colombiano apreciado en el mundo por
la diversidad de sus tesoros ambientales.
Qué no decir del fomento de la corrupción, cuyo
efecto en las instituciones se ha convertido en
uno de los agresores más funestos que ha
enfrentado el Estado colombiano en toda su
historia. O el fomento de la violencia por el
dinero fácil para el logro de objetivos que antes
eran fruto de años y años de trabajo limpio. O
el incremento del consumo.

8Mision
The institutions of the Government of Colombia,
as part of the national purpose to build a
lasting peace with effective Rule of Law, will
conduct coordinated, quick impact actions to
prompt a social and economic recovery with
special attention to the most vulnerable
population strengthen the capacity and
effectiveness of the State to protect and develop
the human, social, natural and physical capital
of the country and effectively reduce the
production, processing, and trafficking of
illicit substances. Synchronizing these actions
will set favorable conditions to advance the
political negotiation of the conflict with the
insurgency. To maximize the effect, actions will
be concentrated in the south of the country
during the initial two-year phase, and will then
expand nationwide for a period of four years with
emphasis in the regions prioritized in Plan
Colombia.
