Public Health Nursing

• Is the practice of promoting and protecting the
  health of populations using knowledge from
  nursing, social, and public health sciences
  (American Public Health Association, Public
  Health Nursing Section, 1996).

The First School Nurse

• Miss Lina Rogers was Americas first school
  nurse, hired on October 1, 1902 placed in a
  public school in New York Citys Lower East Side.
• She was placed by Miss Lillian Wald, a pioneering
  Public Health Nurse of the Henry Street
  Settlement.
• Ms. Rogers purpose was to reduce absenteeism, the
  spread of communicable diseases among children
• and keep children in school.
• Careful record keeping documented effectiveness
  of her program.

National Association of School Nurses

• Defines school nursing as a specialized practice
  of professional nursing that advances the
  well-being, academic success lifelong
  achievement health of students.

• Not all inclusive and does not supersede

• Contractual agreements for school health services
  depends on the assessment need of local school
  systems.
• The LHD or the local school system may initate a
  partnership.
• Contracts must reviewed, updated
  renegotiated/renewed annually.
• Current contract template approved by KDE and DPH

• HIPPA/FERPA-sharing information

LHD Nurse in the School Setting

• Understand which services will be provided by the
  LHD and which ones by the local school district.
• KDE is the lead agency and works with DPH to
  fulfill the requirements relating to the
  provision of health care services in schools.
• LHD school nurse is responsible to inform/work
  with the building principal of any current
  student issues
• LHDs may elect to provide school health services
  not included in the PHPR.
• NASN nationally recognized standards/guidelines
  are to be utilized when school health services
  are not included in the PHPR.
