3Emergency Response Plan
It is the goal of North Lake College to ensure
that each member of the community is provided a
safe educational environment. The North Lake
College Emergency Response Plan is designed to
effectively coordinate the use of college and
community resources to protect life and property
during and immediately following a natural or
man-made disaster on the campus.
4Emergency Response Team
A geographically distributed group trained in the
effective evacuation of personnel during fire and
severe weather conditions and support roles for
various emergency situations.
5ERT Responsibilities
- Become aware of emergency response plans and
facilitate the activation of the plan. - Be a key communications contact, reporting to NLC
Police during the onset of a sudden emergency and
while that situation exists. - Act in a predetermined manner to assist in
evacuations, guide emergency resources to a point
of need, and collaborate in the ongoing
improvements to the emergency response plan.

- Building Groups - One to two NLC faculty and
staff members per each floor area who are located
throughout the campus providing coverage during
all hours of operation.
7ERT Resources
- Each Building Group member will be provided kits
consisting of - Identification - Safety Vest
- Flashlight with batteries
- Masking Tape
- Restricted Access Tape
- Utility Knife
- Latex Gloves
- Earplugs
- Anti-microbial wipes
- Megaphone with batteries
- Closed Signs
- Communication device.
- Summary evacuation and shelter information for
their area.

9Campus Emergency
10- Definition -
- A campus emergency is defined as any situation
that poses a hazard to human life. (i.e. fire,
severe weather, bomb threat, etc.) - Campus Emergencies usually require that specific
actions be taken to lessen the impact of external
conditions that can cause injury or loss of life.
11Campus Emergency Cont
- Upon notification of a campus emergency, the
Police Department will initiate the Emergency
Response plan specific to the nature of the
emergency. - Initiations can be made by the audible alarm
system through out the campus and/ or through
personnel. - There are three types of initiations that ERT
members will be responsible for - External Evacuation Internal Evacuation
- Support Activities

14External Evacuation Initiation
- Initiated through the use of the audible fire
alarm tone - Can be initiated through use of a manual
mega-phone or through the use of personnel. - Once initiated, ERT members will gather their ERT
Response supplies, move to their assigned area,
and begin assisting with the evacuation.
15External Evacuation The Evacuation
- Ensure that the evacuation is completed as quick
as possible in a safe and prudent manner. - Direct all occupants to the nearest exits.
- Be aware that some exits may become blocked and
unusable and redirection will be required. - Once the audible fire alarm system sounds, the
elevators will cease operation.

- At least two people should be assigned to
non-ambulatory individuals. - Do not attempt to carry a person or wheelchair
down the stairways. (Unless it is
life-threatening) - If further assistance is needed for
non-ambulatory individuals contact the Police
Department. - All evacuation initiations require that all
personnel at/ in the campus are evacuated.
Non-compliance will be reported to the Police
Department.
17External Evacuation The Evacuation
- Clear as much of your assigned area, as is
allowed, before evacuating yourself. - Once outside, move all persons at least 300 feet
away from the building. - Do not allow anyone to go back into the building
before the all clear signal is given. - Once your assigned area is cleared and all are
evacuated, contact the Command Post and await
instructions.

- The Command Post will be established in Liberty
Circle. - The Command Post will function as the hub for
essential information, emergency assignments and
overall management of the emergency situation.

- Disruption of Electrical Utilities

- Initiated through the use of the audible weather
alarm tone if a Tornado is spotted in the area. - All other initiations will be through the use of
a manual mega-phone or through the use of
personnel. - Once initiated, ERT members will gather their ERT
Response supplies, move to their assigned area,
and begin assisting with the evacuation.

- Initiations through the use of the audible
weather alarm tone will require that all persons
be evacuated to the following areas - P-207 P-213 P-219 P-235 P-239 P-249
P-250 - T-114 T-123 T-148A
- F-117 F- 102 F- 106 Lower Level Lobby
- (Lowest level inner most portion of the building)

- Initiations through the use of a manual
mega-phone or through the use of personnel will
have instructions following. - This type of evacuation will typically be used
when it is decided that the evacuation will be to
keep all persons inside classrooms. - Can be used for disruptive demonstrations/ riots
or a disruption in the electrical utilities,
where as, it is safer to keep everyone inside. - ERT members would contact all persons inside
their assigned areas to pass on information.

- Ensure that the evacuation is completed as quick
as possible in a safe and prudent manner. - Be aware that some exits may become blocked and
unusable and redirection will be required. - If a weather shelter is blocked or full locate
areas that are at the inner most portion of the
campus and at the lower levels. - If it is a disruption of electrical utilities,
ERT members will walk their assigned areas with
flashlights and try to keep everyone in their
classrooms.

life-threatening) - If further assistance is needed for
non-ambulatory individuals contact the Police

personnel at/ in the campus are evacuated.
Non-compliance will be reported to the Police
Department.

- The Command Post for weather initiations will be
established in the C Building near the Health and
Police Centers. - All other internal initiations, the Command Post
will be placed as the situation deems necessary. - The Command Post will function as the hub for
essential information, emergency assignments and
overall management of the emergency situation.

29Support Activities Internal/ External
- Members of college administration will meet at
the Command Post to decide the appropriate course
of action that may include but are not limited
to - Reoccupy - resumption of operations
- Wait - resumption of operations after small
amount of time - Suspend - close operations
- The decision will be relayed to the ERT members
who, in turn, will assume their assigned duties.
30Support Activities Reoccupy
- The order to Reoccupy the building will be
determined by the Command Post and/ or Police
Department given the situation. - No one should be allowed to reoccupy before the
All Clear is given by the Command Post, Police
Department, or ERT member. - A silenced alarm is not an All Clear.
- A debriefing will be held within three working
days after each activation of the Emergency
Response plan.
31Support Activities Wait
- The order to Wait will be determined by the
Command Post and/ or Police Department given the
situation. - The Wait order will generally be used when the
situation is deemed short in length and that a
safe reoccupation can be completed within a
reasonable time.
32Support Activities Suspend
- The order to Suspend will be determined by the
Command Post. - The Suspend order will generally be used when the
situation is deemed long in length and that a
safe reoccupation can not be completed within a
reasonable time. - ERT members will assist in closing the campus by
posting closed signs and securing classrooms. - Normally, ERT members will be released once the
campus is secured.
