Title: Reflections from the Strategy

1
  • Reflections from the Strategy
  • Sub-Committee to the Closure Sub-Committee
  • A very successful programme?
  • Yes
  • Biggest ERDF programme
  • Major project successes
  • Started with 844m, ended with 929m but never
    allowed de-commitment
  • Outcomes achieved

2
  • Why was the programme successful?
  • Programme strategy was not afraid to build on
what was already in place.reshaping existing
plans that were relevant to the programmes
    objectives
  • Worked with strategic partners and not afraid to
commission the delivery of strategic outputs
    required
  • Early investment in the quality of management
information was crucial to guide and re-tune
strategy e.g. ESF intervention strategy in
    pathways
  • Used learning action to drive new strategies in
    innovation (Helsinki) and sectors (Copenhagen)
  • Calibre of members and officials challenging
    but reaching firm agreements
  • Took risks European Commission could be very
    supportive

3
  • Why was the programme successful (continued)?
  • Learning from the first programme
  • Quality of the thinking and the papers, and the
focused and purposeful debate reaching clear
    decisions
  • The transparency
  • Doing the deals the willing partners did not
need to become experts in measure management or
develop euro-anorak tendencies. The issue was
simply what investment was required to deliver
realistic outcomes required by the programme and
    was this good value?
  • Reasonably user friendly
  • Joined up too

4
  • Example of joined up thinking?
  • The creation of knowledge industries
    partnership
  • Complicated no exploitation path for
IPR/knowledge is ever exactly the same but some
broad principles and paths are followed
  • Partnership needed
  • Universities did the front end
  • ERDF did seed fund through MSIF
  • ERDF/NWDA did the Science Park
  • NWDA will create the conditions for the final
    commercial phase (?)

5
  • Is this strategy working?
  • Factoids-
  • Liverpool Science Park fastest growing science
park in UK under management of people that used
to run the Cambridge Science Park
  • i.e. new knowledge-based businesses
  • LSP foundation building 86 occupied (FULL) with
all companies being required to conform to the
    strict gateway policy
  • LSP second building already 40 let in advance of
    completion
  • LJMU has 96 spin-out companies and 50 active
years of Knowledge Transfer Partnerships, much
licenced IPR and 1,000 students undertaking
    specialist entrepreneur training

    up)
