1871 -- 2nd Territorial Legislature created
Territorial library (essentially as a law and
document depository, including gift of documents
from US Congress/Serial Set) 1940 law requiring
deposit of 3 copies of each state agency
publication to be deposited with state library
1991 amendment of law to require 7 copies
(distribution specified discretion granted)

deposit of designated documents exchange of
session laws. (c) For purposes of maintaining
a state publications depository system, up to
seven (7) copies of each publication issued by a
state officer, commission, commissioner or board
of a state institution shall be deposited with
the state library for distribution as follows
(i) Three (3) copies to the state
library permanent file (ii) Two (2) c
opies to the university library
(iii) One (1) copy to the library of
congress (iv) One (1) copy to the coun
cil of state governments and
(v) The total number of copies and
distributions may be modified at the discretion
of the state librarian.

other documentary materials, regardless of
physical form or characteristics

A publication is any item of published infor
mation, regardless of format, that is
paid for in full or in part with public funds, d
irected by Executive Order and/or mandated by
legislation and is produced in multiple copies
for public or widespread staff distribution, or
any item not specified above that may have long
-term information value to the public.

Examples of items to be deposited
newsletters, newspapers, reports (and any draft
intended for public comment), financial
documents, books (including those commercially
published), laws, regulations, rules, magazines,
program brochures, directories, maps, manuals and
handbooks (including those for agency employees),
conference proceedings, statistical reports,
calendars  Examples of items NOT to be deposite
d correspondence, memos, internal drafts of re
ports, press releases, conference announcements
or programs, minutes of governing boards,
requests for proposal, state records (e.g. birth
certificates, drivers licenses)

New in 2002 AN ACT relating to the Wyoming Publ
ic Records Act providing procedures for the
inspection and copying of public records
maintained in an electronic format limiting the
release of investigative records and other
records as specified requiring public agencies
to establish fees for release of public records
as specified authorizing free inspection and
providing for an effective date. (WS 16-4-202)

EXECUTIVE ORDER 1999-4 Pursuant to the authorit
y vested in the Office of the Governor of the
State of Wyoming, I, Jim Geringer, Governor of
the State of Wyoming, hereby issue this Executive
Order adopting the following attached State of
Wyoming E-Mail Policy, in the interest of better
serving the citizens of the State of Wyoming
through the provision of policy applicable to all
employees of the Executive Branch of the State of
Wyoming. This Policy does not apply to employees
of the University of Wyoming or community
colleges.
