Genesis of Reachback

• First reach-back efforts started in Sep 07 in
  support of the 408th CSB in Kuwait
• Directed by SECARMY in response to fraud and
  contract quality issues
• Root causes of Kuwait issues include
• Massive increase in workload
• 150M annually to 1B
• Growth in complexity of business
• Lack of defined requirements process
