Learning Technology Assets SurveyConducted OA
HRD and OIT
  • Sources of Information
  • OA Bureau of Commonwealth Telecommunication
    Services
  • OA Bureau of Desktop Technology
  • OA Human Resource Development Division
  • OA Office of Information Technology
  • Department of Environmental Protection
  • Department of Corrections
  • Department of Public Welfare
  • Department of Labor and Industry
  • Department of Education

2
The Big Picture
  • Infrastructure is extensive videoconferencing,
    satellite and cable capabilities
  • Infrastructure continues to grow
  • Infrastructure capability is under-utilized
  • Administration, procurement, planning and support
    of infrastructure is decentralized
  • Assumption exists that capacity and capabilities
of learning technology assets are known by the
    agencies
  • For training purposes, agencies see
infrastructure limited as to proximity of sites,
cost to use, challenges of technology
  • Agencies prefer CBT because of low cost and local
    ownership

3
Enterprise-Wide Opportunities
  • Balance infrastructure investment with
    advancement of utilization
  • Strategic procurement of technology learning
assets and related software and services
  • Federal Training Network model (commodity
training that is produced once, available through
    multiple technological distribution channels)
  • Standardization of CBT/Web authoring software
    specifications
  • Standardization of enterprise-wide Learning
    Management Software
  • Models of best practice in the utilization of
    technology learning assets

4
Some of the details. . .
  • Computer Web-based Training
  • Satellite-based learning
  • Video Conferencing
  • Capital Campus Cable TV
  • HRD Records Management
  • Organizational Challenges

5
Computer Web-based Training
  • Information Technology Training Programs --
Vendor NETg CBT courses are accessed via an
    Internet Site (www.netglearning.com) or
    www.oa.state.pa.us
  • Department of Transportation (DOT) is producing
    CD-ROM based courses
  • DOT purchased 4,000 desktop computers with DVD
    capability
  • Webinars provided by IT software vendors
  • Desktop delivery challenges in the Commonwealth

6
Computer-based Training
  • Computer-based training (CBT) is any course of
instruction whose primary means of delivery is a
computer. A CBT course (sometimes called
courseware) may be delivered via a software
product installed on a single computer, through a
    corporate or educational network.

7
Web-based Training
  • Web-based training (sometimes called e-learning)
is anywhere, any-time instruction delivered over
the Internet or an organizational Intranet to
    browser-equipped learners and includes e-mail,
    electronic forums, videoconferencing, chat rooms,
bulletin boards, instant messaging and other
    forms of computer-based communication.

8
Satellite-based learning
  • What is satellite-based learning?
  • 2 Satellite Downlink Sites Capital Complex and
the Commonwealth Technology Center and one uplink
    site
  • Programs can be video taped or broadcast via the
Capital Campus TV Network and the Video
    Conference Bridge Service
  • www.oa.state.pa.us / OIT Tab / Projects and
Initiatives / Cable TV Video conference
    Services

9
Video Conferencing
  • What is video conferencing?
  • 342 Facilities throughout the Commonwealth
  • 12 International facilities
  • Video conference bridge services
  • www.oa.state.pa.us / OIT Tab / Projects and
Initiatives / Cable TV Video conference Services

10
Capital Campus Cable TV
  • What is Capital Campus Cable TV?
  • 66 plus rooms in the Capital Complex
  • State offices in Harrisburg

HRD Records Management
  • What is HRD Records Management?
  • IBM / Lotus Learning System Management (LSM) used
    by BDT and Imagine PA
  • Enterprise Training System (ETS) used by Public
Welfare, but available to all agencies
  • Agency owned systems (examples Corrections,
    Labor and Industry, Transportation)

14
So what?
  • We have a better enterprise wide picture of
    Commonwealth learning technology assets
  • The good news infrastructure investments have
given us a strong network for technology-based
    training
  • The question that faces us -- how can we best use
this infrastructure in todays Commonwealth of
    limited funds/resources, expected attrition, and
    other challenges?

15
Key Elements Of TBL
  • Learning Design Learning activities designed to
fit the specific context for learning.
  • Learner Support Learning opportunities
effectively supported for learners through fully
accessible modes of delivery and resources.
  • Organizational Commitment Learning initiatives
backed by an organizational commitment to quality
and effectiveness in all aspects of the learning
    environment.
  • Learning Outcomes Learning programs that
    organize learning around demonstrable learning
outcomes, assist the learner to achieve these
outcomes, and assess learner progress by
    reference to these outcomes.
  • Technology The provider has a plan and
infrastructure for using technology that supports
    its learning goals and activities.

16
Asset Management
17
Discussion what do you need to do?
  • Know your own agencys learning technology assets
  • Learn how to use what youve got (and what the
    Commonwealth owns)
  • Build your own knowledge of TBT

18
Whats Next
  • Know your own agencys learning technology assets
    locations, capabilities/currency of technology,
    IT support issues, costs, etc.
  • Learn how to use what youve got (and what the
    Commonwealth owns)
  • Build your own knowledge of TBT read the
literature, network, etc. so that you know how to
best use technology, what instructional design
elements should be employed, et al
