2What is the Learning Assistance Program?
- A state-funded program serving students with the
greatest deficits in basic academic skills as
identified by state assessments. - Basic skills include reading, math, writing, and
readiness. - State/District assessments one or more of the
several basic skills assessments administered and
aligned with what is taught.
32008 Legislated Change
- New section under 28A.320 - extended learning
opportunities that is now incorporated into LAP. - Students in Grade 8 who are not on track to meet
the state standards and assist to meet with high
school success. - Students in Grades 11 and 12 who are not on track
to meet local or state graduation requirements
are to be provided with LAP services.
4Who Benefits from LAP?
- Students who score below standard at grade level
on statewide assessments and 11th/12th grade
students at-risk of not meeting state/local
graduation requirements. - Students in kindergarten through grade 12.
- Students identified in OSPI approved plan to
receive services.
5Program Decisions
- LAP funds may be coordinated programs in Title I
schools. - LAP may be distributed to non-Title I schools
with low performing students. - Unlike Title I funds, that are distributed based
on a formula, LAP funds may go to any school with
significant numbers of low performing students.
6How do Districts Receive Funds?
- Through a distribution formula, in accordance
with the biennial appropriations act, based on - Family income factors measuring economic need -
usually free /reduced lunch. - Districts October K12 FTE.
7LAP is an allocation, not a grant.
- The formula for funding LAP is based upon
fulltime equivalent students (FTE) and the
districts FRPL. - The base allocation is calculated as follows
- FRPL percentage as reported to OSPI in October of
the prior school year, times the annual average
FTE (AAFTE) for K12 students reported on the
P-223 for the prior school year (including
Running Start), times the funding rate (285.99). -
- An additional concentration allocation is
calculated for districts with a FRPL greater than
40 percent as follows - The amount of districts FRPL percentage over 40
percent, times the K12 AAFTE, times the funding
rate (285.99).
8Additional Allocation - 2008
- An additional amount will be allocated to school
districts with high concentrations of poverty and
English language learners. - To qualify for the additional amount a district
must have at least 20 percent of their K12
students enrolled in a transitional bilingual
program, and must have at least a 40 percent
eligibility rate for free and reduced priced
lunch (FRPL). - The Office of Superintendent of Public
Instructions (OSPI) School Apportionment and
Financial Services office will calculate this
figure and to assist districts in projecting the
200809 allocations, has posted pivot tables at
http//www.k12.wa.us/SAFS/08budprp.asp. - A projection will be posted to this website in
June 2008 reflecting enrollments reported through
May 2008.
9Hold Harmless
- If a districts allocation is less than their
200405 allocation, funds will be provided to
maintain the 200405 allocation level. -
10LAP Application
- The application for LAP funds is available on
iGrants, and reflects changes from the 2008
legislative session. - Your district may wish to wait for the June
update before finalizing the budget for the
districts 200809 LAP application.
11LAP Application
- By July 1, 2008
- The LAP application is the district plan.
- Participating districts must submit to OSPI for
approval a district LAP application which is
available on iGrants.

- application must describe how their plan
- implements the following

for the prior three years and describe how the
district will use this information to design LAP
for reading, writing, mathematics, and/or
readiness activities.

to be served. - Q. 3 Accelerated Student Learning Plans.
- Q. 4 - Describe how assessment data is used to
inform instruction. - Q. 5 - How instructional strategies have been
identified and implemented.

- Q. 6 - How the district develops and maintains
highly qualified staff. - Q. 7 - How LAP is coordinated with other state,

- Individual or small group instruction.
- Instruction in English/language arts and/or
mathematics needed by students to pass the WASL. - Inclusion in remediation programs, including
summer school. - Language development for ELL.
- On-line curriculum and instructional support
credit retrieval WASL prep classes.
18Required Accelerated Learning Plans
- May be developed individually or for small
groups. - To include
- Achievement goals for the students.
- Roles of students, parents, teachers.
- Communication procedures regarding student
progress. - Plan review and adjustment processes.

- Fiscal Issues Carryover and Indirect Costs
- Question 1 May a portion of LAP funds be carried
over to the next fiscal year? Yes, a district may
carry forward up to ten percent from one year to
the next as defined in the ESSB 6673 Subsection
513Learning Assistance Program. The funds must
be used for LAP-approved activities. Carryover
amounts in excess of ten percent will be
recovered by OSPI School Apportionment and
Financial Services in January of the following
school year. - Question 2 Are indirect costs applied to LAP?
Yes, the district may use an indirect cost amount
up to the federal restricted rate.

- Receiving Credit for LAP-Funded Classes
- Question 4 May LAP funds be used to support
credit retrieval classes? Yes, in the case where
a student has failed or not completed a class
that is required for graduation, LAP funds may be
used for a credit retrieval class.

- What activities may be funded under LAP?
- Question 5 May a counselor be paid out of LAP
funds? Only under certain circumstances, the
district must provide documentation to support
that the counselor provides additional academic
assistance to students that fit under one or more
of the six allowable activities under LAP.
Counseling was eliminated from LAP RCW when
revised in 2004.

- Student Learning Plans and Compacts
- Question 7 May districts combine the LAP
Accelerated Student Learning Plan and the
Certificate of Academic Achievement Student
Learning Plan and/or the Title I compact into one
plan to fulfill the legislative requirements of
both plans? Yes, the LAP Accelerated Student
Learning Plan may be combined with the
Certificate of Academic Achievement Student
Learning Plan (SLP) as long as the four
requirements for the LAP Accelerated Student
Learning Plan are met. -
- The combined LAP and SLP plans can be created
using the web-based SLP tool. Since each student
must have a Certificate of Academic Achievement
(CAA), only individual, not group plans, may be
combined. Information about the SLP tool may be
