- Improve student academic achievement through the
use of technology in schools - Assist all students in becoming technologically
literate by the end of eighth grade - Encourage the effective integration of technology
with teacher training and curriculum development
to establish successful research-based
instructional methods.

- Allocation Breakdown
- State activities -- up to 5 percent may be used
for State-level activities and to assist local
efforts to carry out the purposes of the program.
- Formula grants -- 50 percent distributed on a
formula basis to eligible LEAs that have
submitted applications to the State. - Competitive grants -- 50 percent distributed on a
competitive basis to eligible local entities that
have submitted applications to the State.

measures to evaluate effectiveness of
integrating technology into curricula and

evaluate the effectiveness of activities in - integrating technology into curricula and

standards. - The DPI is responsible for ensuring that LEAs and
eligible local entities comply with EETT
statutory requirements.

- enGauge in Wisconsin
- Districts that completed the enGauge online and
onsite process since January 1, 2002 do not need
to repeat the online and onsite for FY 2005.

- All LEAs which have not participated in a
competitive EETT award prior to this year must
complete both online and onsite in Fall 2005,
unless they have completed both online and onsite
since 2002.

- Previously funded LEAs should repeat the enGauge
process as needed in their technology planning
cycle for continued certification. At a minimum
an LEA should repeat the online portion every
three years and the onsite within six years of
their original onsite process.

those who have not done so prior to application - Forms indicating the districts contacts for
enGauge must accompany the application - Each application must have this form completed

individually, or as part of a consortium, is up
to the district. - The maximum award amounts were developed with
100 participation in onsite enGauge in mind. - Districts or consortia which have less than 100
participation in onsite enGauge would be funded
at levels 25 less.

- There are additional requirements this year, and
may be more in the future, depending on direction
from the USDoE.

- Eligible Entities
- LEAs that receive funds under Part A of Title I
- Eligible partners
- Other LEAs, institutions of higher education,
educational service agencies, libraries, or other
educational entities.

- LEA Consolidated Application for Federal Funds
- An LEA needs to submit a complete application,
including a local technology plan. - An LEA must inform DPI whenever it makes
significant modifications to that plan. - The DPI may require LEAs annually to submit
performance reports, updated budgets, and other
reasonable data before awarding funds in
subsequent years.

- High need LEAs
- Is among those LEAs in the State with the highest
numbers or percentages of children from families
with incomes below the poverty line and - Serves one or more schools identified for
improvement or corrective action under Title I,
or has a substantial need for assistance in
acquiring and using technology.

- Eligible Local Partnerships
- Includes at least one high-need LEA and at least
one of the following - An LEA that can demonstrate that teachers in its
schools are effectively integrating technology. - An institution of higher education
- A for-profit business or organization that
develops, designs, manufactures, or produces
technology products or services or has
substantial expertise in the application of
technology in instruction. - A public or private nonprofit organization with
demonstrated expertise in the application of
educational technology in instruction.

- Fiscal agent If an eligible local partnership
receives a competitive award, an LEA must serve
as the fiscal agent for the partnership. - Equitable distribution DPI must ensure an
equitable distribution of grant funds among urban
and rural areas, according to the demonstrated
need of those LEAs serving the areas.

25REQUIREMENTS
- Priority to districts which receive an
insufficient amount in the formula subgrants. A
sufficient amount is determined to be no less
than 5,000 and indexed by student population.
Please see the guidance document for the complete
listing of amounts and populations.

- 1) Ten percent of children in poverty
- and
- 2) low performing schools, or the greatest need
for using and acquiring technology as determined
by the State Superintendent

- At least 60 percent of the overall project
request must be used for ongoing, sustained, high
quality professional development integral to this
project to improve teaching and learning through
the use of technology. - The professional development activities must
support the teacher standards of PI 34 and be
based on the National Staff Development Council

and institutions of higher education, can
participate in the implementation, ongoing

on a current measurable needs assessment and
addressed in your district technology plan.

is proposing has raised student academic

is part of a comprehensive, high-quality research
study designed to show whether promising
instructional technology practices raise student

- Five copies of the application must be submitted.
One must have original signatures and be
identified as the original.

- The application must be spaced one and one-half
lines and printed in a standard font, 12-point
type or larger. - Charts and tables may be single spaced and
10-point font. - All margins one inch.

- The application must include a PI-9550-A form
with an original signature for each private
school within your district if you did not
complete the consolidated application.

- The application must be accompanied by
- A copy of the needs assessment used for planning,
ONLY if it is of your own design or not available
online. - For a consortium, copies of all items above for
each Local Educational Agency (LEA) must
accompany the application.

- The application should include
- the ten page narrative,
- goals and objectives chart,
- budget,
- signature documents,
- enGauge forms.

- No other appendices should be included (unless
needs document required,). Appendices which are
attached not required to be read by the
reviewers. - Applications should be stapled and not bound or
in binders.

- Applications must arrive at the Department of
Public Instruction, Instructional Media and
Technology Team office - by March 28, 2005, 430 pm
- or
- be postmarked on March 28, 2005.

- Certification for Enhancing Education Through
Technology (EETT) Requirement of the Childrens
Internet Protection Act (CIPA) was part of the
Consolidated Application this year
61FY 05 Timeline
- Applications are due to WDPI March 28, 2005 by
430 pm or postmarked 03/28/2005. - Prescreening and grant application review will be
completed in April 2005. - Grants will be awarded in May 2005.
- Grantee Meetings in June August
- Projects begin July 1, 2005.
- Projects will be completed by June 30, 2006.
- Progress reports as required by DPI during the
project year with a final summary in June 2006.
