4The Detailing Triad
- Personal desires of the individual
- Career/Professional needs of the individual
- Needs of the Navy
- There is no order of precedence of the 3 legs of
the triad, they are balanced to produce a set of
orders
5Personal Desires
- Communicate with your Detailer
- Are there special family circumstances (EFM,
etc.) - EFM member needs to be updated every 3 years and
it will hold up your orders if not completed - Is career/job or location more important?
- Do you own a house/kids in school?
- Have a plan if you own a home when you transfer
- Is this a family decision?
- Do you need to consider extending a year for high
school kids or upside down on house? - This will be case-by-case basis
6Your Career Needs
- The Detailer is your career planner
- Our number one goal is to get you PROMOTED!
- You will be offered diverse and competitive
billets. This normally means taking orders at
several different duty stations in various
locations. - Senior leadership is consulted from all the
individual designator and board results are
tracked. - Follow the career progression plan, heed our
advice and you will remain competitive - We know the complete detailing picture not just a
small piece of it so let us DETAIL YOU!
7Needs of the Navy
- We support the Undersea Warfare Enterprise (USE).
They outline the jobs that require our unique
talents. - We fill the tough assignments!
- Aircraft Carriers, Submarines, Submarine Tenders,
numerous diverse shore tours and we are World
Wide Assignable! - Job availability in many locations may be limited
- Our billets must be filled with the right
designator and the right pay grade!
8Detailing and Placement
- The Difference between Detailing and Placement
- The Detailer represents YOU!
- The Placement Officer represents the commands
- ORDERS
- OCONUS move orders will be written no sooner
than 2-3 months prior to transfer - CONUS move orders will be written no sooner
than 2-3 months prior to transfer - Note PCS funds for FY11are in tight control and
expect FY12 same.

51CWO Retirement
- The National Defense Authorization Act for Fiscal
Year 2007(FY07 NDAA), Public Law 109-364, amended
reference (a), thereby establishing mandatory
retirement for chief warrant officers (CWO) upon
completing 30 years active commissioned service,
effective 17 October 2006. Prior to enactment,
the law mandated retirement of these officers
upon completing 30 years total active service. - Section 501, FY09 NDAA, reinstates the previous
law, mandating retirement of CWO upon completing
30 years total active service. - Those Chief Warrant Officers impacted by this
change have been contacted by the detailer. - All others should plan your career according to
the statutory limits for each pay grade.
52Retirement Benefits

56 Impact Issues
- Lack of at sea opportunities for
6280/7280/6230/7230/6210/7210 and 6290 - EMORY S LAND and FRANK CABLE being converted to
MSC cuts all ENG/DECK/COMMS billets and leaves
only 4 billets for 6280/7280/6290 - Sub Deck 6210/7210 has no career progression
- 11 billets remain after MSC conversion and all
are to be converted to 6230. - OCM directed to re-designate to 6230/7230 via
(WOBA) - Master Divers not applying for Chief Warrant
Officer Program - Lose Master Divers pay resulting in a pay cut
until CW04 promotion - Lower applications for nuclear power LDO/CWO
- Higher enlisted bonus
- Officer Annual Incentive Bonus (AIB) increase in
FY05 from 6000.00 to 10.000.00. Working on
trying to justify an increase. Current retention
numbers dont support.

- Health of LDO community is green. If using OPA
vs. Inventory as the benchmark, the community is
in good shape. However, there are too many other
concerns which we will address that will impact
the health of the LDO designators in the near
future. Many of the designators have an
un-executable OPA. -
- LDO Community contributed to 10K FY07 leaning
of the total force. LDOs contributed 122 cuts
for FY07 and 127 cuts for FY09 (based on FY06
projections). - FY10 Promotion opportunity Flow point
(Line/Staff compete separately) - Line CAPT 40 22 years, 3 months, CDR 50
15 years, 7 months, LCDR 70 10 years, 0
months. - Staff CAPT 0 , CDR 80 15 Years, 8 months,
LCDR 70 9 years, 5 months. - Promotion to O5/06 is not dependent upon
designator vacancy or the core community buying
O5/O6 billets. FOR CAPT and CDR respectfully,
there are 26 line designators which compete for
35 CAPT and 250 CDR opportunities.. -

4102 - CWO designators also contributed to 10K FY-07
leaning of the total force. - As with the LDOs, CWOs accessions have been
determined by an aggregate number and not based
on designator shortfalls. - CWOs have a historical average of 84.5
continuation rate through 5 years of commissioned
service. - 5 year CWO5 phase-in is complete. By the end of
FY07, W5 inventory met its authorizations (no
more than 5 of the CWO force). - Flying CWO. Aviation Enterprise has the lead.

82OCM Initiatives
- Working hard to reverse perceived trend of
decreasing number of applications. Number of
applications applying for the LDO/CWO program

- Total 2835
- Accessions have historically been determined
by the Inventory vs. OPA aggregate as a whole and
not by the need of the individual designator. - Reqd billet structure changes Working with
the BSOs and Enterprises, need to reshape work
for all non-control grade desigs ranks.
83Challenges to Education
- Advanced education/certification is valued but
currently no formal requirement exists for
advanced education in the LDO/CWO community. - Previous steering committee recommends that all
applicants for the FY-11 LDO/CWO program have an
AA/AS degree or 14 years of formal education. - Validation of educational requirements and
funding streams with regard to relevant courses
of study. - Accession guidelines do not reflect additional
billets required to obtain full-time education. - Current Tuition Assistance NAVADMIN (166-06)
education initiatives allows up to 16 semester
hours per FY. If more than 16 semester hours,
submit waiver request (not to exceed 4500 per
FY).
84GAPS AND FIXES
- Determine future force structure
- Determine billet requirements based on skill
object data base - Examine LDO/CWO skill set redundancies
- Stabilize billet base
- Align accessions to Officer Programmed
Authorization (OPA) - Promotion to billet requirements
- Improve force demographics
- Increase female and minority applications
85GAPS AND FIXES (cont)
- Core communities establish requirements for
relevant Not Required - Professional Military Educational (PME)
- Formal educational
- Formal commercial technical training/
certification - Joint Professional Military Education (JPME)
- Implement community management and assignment
structure to align with Sea Warrior - Strategic Communications Plan
