Title: Early Recovery M

1
Early Recovery ME in Myanmar
  • Groupe URD team
  • K. Levy, J. Pasquet and D. Kauffmann
  • Mission commissioned by the BCPR/UNDP

2
Expected outputs
  • Common set of indicators to monitor and assess
the results and impacts of Early Recovery
  • Recommendations to establish a Monitoring
    Evaluation System for Early Recovery

3
Constraints and limits during field mission (26
August 6 September 2008)
  • Short timing
  • Early Recovery strategic framework still in draft
  • Virtually no opportunity for field visits

4
Information sources
  • Lessons learned from previous natural disaster
(e.g. TRIAMS, Pakistan) and Quality method
    (Quality COMPAS)
  • Key informants in Yangon (Heads of clusters,
    NGOs, UN agencies, etc)
  • Key informants and project teams in Bogale (NGOs,
    UNDP, OCHA)

5
Methodology
  • Define a common set of criteria as a quality
framework for Early Recovery in post-Nargis
    context
  • Define related indicators (mainly outcome and
    impact) to measure each criterion
  • Crosscheck the indicators with existing ones
    (MIMU, IMM, VTA, FTS)

B populations meet their food needs by
themselves.
C - access to and use of preexisting basic
infrastructures and, social services

Critical Events
12
Examples of indicators criterion D
Process
D21 - of projects screened that include DRR
principles throughout the project cycle, by
village track
D22 - of houses built which meet applicable
hazard-resistance standards, by village track /
village
D33 - of households with basic knowledge of
disaster preparedness and response
D11 - of persons who perceive that they are
safe, by gender and age group
Critical Events
DCE1 - Occurrence of self-reconstruction or
self-rehabilitation initiatives, by village track
/ village
13
WAY FORWARD
14
Revise and validate indicators at cluster level
(ongoing)
  • What is useful for decision making or for
    accountability?
  • What is relevant?
  • What is feasible?
  • What is missing?

Key issues to ensure the design of a good ME

18
CHALLENGES for the development of ER ME system
in Myanmar
  • Talking about recovery is not  politically
    correct
  • Early recovery is still underfunded
  • (41 of the appeal. Source OCHA full report 12
    sept 08 / FTS)
  • TCG has one year mandate (what about PR
    afterwards?)
