Defense Integrated Military Human Resources
System(DIMHRS)www.armydimhrs.army.mil
  • On 1 Mar 09 DIMHRS will be the Armys Personnel
    and Pay (Per/Pay) System for all Components
  • Commanders/Leaders will review and approve all
    actions by electronic routing and digitally
    signing within the system.
  • Personnel updates will automatically trigger pay
    events.
  • T3s will coordinate training with region/brigade
    commanders at the major Army installations in
    order to provide training to the HR Specialist
    and HR Managers as well as Commanders
  • Beginning 5 Nov 08 and the 5th of the month
    thereafter, DIMHRS reporting will be reported to
    HQs Change Champion (MAJ Erinn Hardaway,
    757-788-3159, DSN 680-3159, erinn.hardaway_at_usacc.a
    rmy.mil.
  • Appoint Brigade Change Champions to serve as
    front line advocates and liaisons between their
    respective units and Regional Change Champions
    (already designated). 1st Brigade POC is SSG Lowe
    at 502-624-1954.
  • Commanders will conduct one Personnel Asset
    Inventory (PAI) prior to Initial Operating
    Capability (IOC) 15 Feb 09.

Evaluations
  • IAW ER Policy Letter 20, All OERs/NCOERs should
    arrive to Region NLT 30 days after the close-out
    period.
  • All reports (RA, USAR, ARNG) are required to be
    completed and turned in to HRC, NLT 90 days after
    the closeout period.
  • Pure Edge Users should not save reports to
    hard-drive, and then upload back into My Forms
    loses integrity causes problems with
    signatures. Program designed to stay within AKO
    from start to finish.
  • Ensure tracking of all reports (COR, COD, TCS,
    Retirement).

DD Form 93
  • Tasking ERS1-08-10-001
  • SUSPENSE USACC G-1 31 January 2009
  • SUSPENSE TO HQ, Eastern Region Weekly starting
    06 November 08.
  • MISSION Cadet Command take immediate action to
    institute new procedures for completing DD Form
    93 (Jan 08), Record of Emergency Data, in order
    to properly capture Soldier intent for
    notification and beneficiary designations.
  • Soldier will update their DD Form 93 via AKO My
    Forms portal, digitally sign and route form using
    the My Forms routing/tracking feature to the
    units HRA for review.
  • The HRA will forward DD 93 to Regions POC
    kristina.moise_at_usacc.army.mil for submission to
    the Soldiers IPERMS record.
  • DD Form 93s that are digitally signed do not
    require a witness signature.
  • If a Soldier is unable to access their AKO My
    Forms portal, then they can update the DD 93 at
    their nearest military installation at the
    military personnel division (MPD). The MPD will
    update the Soldiers DD 93 and submit any
    applicable spousal notification letters.
  • SPECIAL INSTRUCTIONS For tracking purposes,
    Brigade/SMC/MJC HRAs will utilize the eMILPO
    Alpha Roster to track and compute total
    number/percentage of completed DD Form 93.

MEDPROS
  • Requesting read/write access to MEDPROS
    https//apps.mods.army.mil/medpros/secured/
  • Military, DA Civilians, and Contractors will need
    to complete the NISA 9-R form.
  • The COMTEK Contractors will also be required to
    submit the Visitor's Access Request form to be
    typed and have the COMTEK letterhead

Awards Timeliness
  • IAW Eastern Region Policy Letter 5 dated 23 June
    2008, LMs are due to Region HQ 135 days prior to
    the presentation date.
  • IAW Eastern Region Policy Letter 5 dated 23 June
    2008, MSMs are due to Region HQ 75 days prior to
    the presentation date.
  • IAW Cadet Command Memorandum dated 7 October
    2008, Effective 1 January 2009, authority is
    delegated to Brigade Commanders to downgrade the
    Meritorious Service Medal and approve the Army
    Commendation Medal for United States Army
    personnel of their respective brigades. Further
    delegation of downgrade approval is not
    authorized.
  • Letter of Lateness is required when the award is
    late.
  • Ensure all blocks of the DA 638 are filled out
    completely prior to turning them in.

UCFRs
  • Unit Commanders Finance Reports are to verify the
    following information for each Soldier
  • 1. Soldier is accounted for in the 162.
  • 2. BAH is being drawn at the correct zip
  • and for the correct type.
  • 3. The ETS dates are correct.
  • 4. Possible financial problems and reasons
    for a debt posted.
  • 5. The net pay is correct.
  • 6. Leave balance, encourage taking leave
    if excessive.
  • If any of the information on the UCFR is
    incorrect, correct the problem immediately.
  • Delaying the correction of any pay issues can
    cause a large debt to be generated for the
    Soldier or a stoppage of pay.
  • The UCFRs are due to HQ two working days before
    the 10th of each month and due to finance on the
    10th of each month.

ATAAPS
  • All labor (time) must be entered electronically
    and concurred, by the employee, no later than COB
    of the last Thursday of the pay period.
  • Prior to certification by supervisors, all labor
    (time) must be concurred by employee verifying
    what they have entered is true and accurate.
  • In only certain circumstances will labor (time)
    NOT be concurred. Example employee emergency,
    employee out sick, employee has not been issued a
    user ID, etc In this case, the Brigade time
    keeper may enter time on behalf of the employee
    and notify the supervisor of this action.
  • All certification can begin to be electronically
    entered beginning the last Thursday of the pay
    period. However, it must be completed by COB the
    last Friday of the pay period. Make sure time is
    concurred.

ATAAPS
  • All users will be locked out of ATAAPS during the
    Tuesday Friday following a pay period. This is
    when labor (time) is being pulled for payroll.
  • Employee default (regular) labor will be
    populated into ATAAPS the Wednesday following a
    pay period. Meaning, if an employee has no
    additional information to add to their time,
    concurring is all that the employee will need to
    do prior to the last Thursday of the pay period.

  • Afternoon session allowed time for OSMs brief
    Cadets about their State (units, locations,
    etc.).
  • Action Team was BN XO, ARNG LNO, and on site ARNG
    Recruiter.

OSM Visit Results and Endstate
  • Participation by 7 States (AK, OH, DC, NC, NJ, MA
    and PA).
  • Last minute cancellations by three states.
  • Approximately 35 Cadets out of 54 available were
    able to participate.
  • College added 3 JROTC school representatives for
    morning briefings.

  • Idea came from Marion Military Institutes
    Knight-Fox Challenge.
  • Focus on recruiting Soldiers in PAARNG Recruit
    Sustainment Program (RSP).

  • Original event was planned as a two day operation
    taking place in late March.
  • Mission analysis determined a two day event was
    not feasible due to ROTC ECP timelines and
    available resources.
  • Planned event around a major school event, Sunday
    Dress Parade.
  • Coordinated with four RSDs to pre-screen
    candidates.
  • Dean of College heads a Working Group to plan and
    evaluate program.
  • Event held on 2 November as a test bed for
    further similar events.
  • Tasks divided between College POC and ARNG LNO.

Patriots Day Execution
  • Coordinated with College to have Faculty, Staff,
    and Cadets available for an all-day presentation.
  • Highlighted by recognition of RSP Recruits at
    Sunday Dress Parade
  • Waived the application fee for those candidates
    that applied that day.
  • Gave a free College sweatshirt to those who
    applied.
  • Provided Recruits with ECP applications at the
    end of the program.

  • 70 Recruits and 6 NCOs attended.
  • Resulted in 35 applications.
  • Positive feedback from NCOs and College Faculty
    and Staff.
  • AAR comments include better application of
    screening criteria and wider dissemination of
    information on the ECP.
  • Second visit in planning stages with RSP
    Commander and State OSM.

Department of Defense, INSTRUCTION
NUMBER 1215.08 dtd June 26, 2006
SUBJECT Senior Reserve Officers'
Training Corps (ROTC) Programs 4. POLICY It
is DoD policy that the Department of Defense
establish and maintain a Senior ROTC program to
prepare selected students (cadets and midshipmen)
for appointment as commissioned officers in the
Military Services. Such military education shall
include a conceptual awareness of war, an
introduction to Service roles and missions, and a
basic understanding of joint and combined
operations. 6.8. Cadet Uniforms and Commutation
in Lieu of Issue-in-Kind Uniforms 6.8.2.
Commutation in lieu of issue-in-kind uniforms is
payment made by the Military Departments instead
of the issue of uniforms in accordance with 10
U.S.C., Chapter 103, Section 2110 (a)(2),
(Reference (e)). Commutation in lieu of
issue-in-kind uniforms for ROTC students enrolled
at military colleges (colleges and universities
maintaining a corps of cadets) is reimbursement
made to cadets and midshipmen for uniforms based
on the requirement to wear uniforms daily
throughout the school year. Starting with the
fiscal year beginning 1 October 2006, this
reimbursement shall be based on the actual 4-year
cost of the uniform issuance at each military
college, but shall not exceed an amount equal to
three times the value of a basic or advanced
cadet uniform issue at non-military schools based
upon approved Service military clothing issue
item prices as published annually by the Defense
Logistics Agency. . . . Commutation rates for
military colleges shall be determined based upon
approved Service military clothing issue items.
Cadets and midshipmen enrolled in ROTC for
purposes of obtaining a commission as an officer
shall be reimbursed based upon a comprehensive
issue of uniform items for either basic or
advanced ROTC. Uniform issue shall consider
dress, duty (daily, seasonal), and athletic
uniforms, including insignia, outer garments and
accessories, plus a consideration (not to exceed
100.00 per cadet or midshipman) for alterations
and maintenance.
