37AGENDA
- Background
- Personnel
- Officer Strength Manager Conference
- Patriots Day
- Conclusion
38Background
- Incremental increase in mission to 50 by FY15.
- Need to improve recruiting partnership with RC.
- Limited efforts in the past weekly briefings to
Pre-IET Soldiers at Fort Indiantown Gap, OSM
Conference in January 08. - VFMC named The Military College Of Pennsylvania
by PA House.
39Personnel
- PAARNG AGR O-4 permanent party.
- PAARNG assigns Recruiting NCO to VFMC May 07.
- PAARNG assigns ADOS O-3 June 08.
40General Concept
- Increase awareness of Valley Forge Military
College and the Early Commissioning Program. - Involve and leverage Army National Guard assets.
- Increase ECP enrollment/commissions at VFMC and
pipeline 2LTs into ARNG.
41OSM Visitation Overview
- One day ARNG-centric visitation by State Officer
Strength Managers - Focused on information sharing between College,
Cadets, and Officer Strength Managers. - Highlight opportunities for Cadets in the ARNG.
42OSM Visit Planning
- Utilized historical data to develop timelines and
contacts. - Scheduled around the College academic calendar
and ROTC Training Schedule. - Included College Staff and Faculty to better
explain programs and the College. - Invited OSMs primarily from States where Cadets
intend to complete their degrees.
43OSM Visit Execution
- Required close coordination with College Staff
and Faculty for resources and scheduling. - Preparation began in late June with the event
taking place - 29 October at VFMC.
- Morning session consisted of College Staff
(admissions, dean, commandant, athletic director)
brief the OSMs about VFMC. - Afternoon session allowed time for OSMs brief
Cadets about their State (units, locations,
etc.). - Action Team was BN XO, ARNG LNO, and on site ARNG
Recruiter.
44OSM Visit Results and Endstate
- Participation by 7 States (AK, OH, DC, NC, NJ, MA
and PA). - Last minute cancellations by three states.
- Approximately 35 Cadets out of 54 available were
able to participate. - College added 3 JROTC school representatives for
morning briefings.
45Patriots Day Overview
- Idea came from Marion Military Institutes
Knight-Fox Challenge. - Focus on recruiting Soldiers in PAARNG Recruit
Sustainment Program (RSP).
46Patriots Day Planning
- Original event was planned as a two day operation
taking place in late March. - Mission analysis determined a two day event was
not feasible due to ROTC ECP timelines and
available resources. - Planned event around a major school event, Sunday
Dress Parade. - Coordinated with four RSDs to pre-screen
candidates. - Dean of College heads a Working Group to plan and
evaluate program. - Event held on 2 November as a test bed for
further similar events. - Tasks divided between College POC and ARNG LNO.
47Patriots Day Execution
- Coordinated with College to have Faculty, Staff,
and Cadets available for an all-day presentation. - Highlighted by recognition of RSP Recruits at
Sunday Dress Parade - Waived the application fee for those candidates
that applied that day. - Gave a free College sweatshirt to those who
applied. - Provided Recruits with ECP applications at the
end of the program.
48Patriots Day Results and Endstate
- 70 Recruits and 6 NCOs attended.
- Resulted in 35 applications.
- Positive feedback from NCOs and College Faculty
and Staff. - AAR comments include better application of
screening criteria and wider dissemination of
information on the ECP. - Second visit in planning stages with RSP
Commander and State OSM.
49Summary of Events
- Two states, MD and MA, are interested in
pipelining RSP Recruits to VFMC. - PAARNG fully supports VFMC as an additional
source of commissioned officers. - Greater awareness of opportunities through VFMC
achieved by visitation of both candidates and
State OSMs - Distributed media to continue increasing
awareness and contact information. -
50Conclusion
- Communicate, coordinate, and facilitate events
with College to highlight VFMC. - Utilize ARNG assets as both a market for
candidates and as future employers. - Keep getting The Message about ECP out by
constant recruiting and marketing. - The Unholy Trinity of the XO/ROO, ARNG LNO, and
ARNG Recruiter brainstorming and working together

Department of Defense, INSTRUCTION
NUMBER 1215.08 dtd June 26, 2006
SUBJECT Senior Reserve Officers'
Training Corps (ROTC) Programs 4. POLICY It
is DoD policy that the Department of Defense
establish and maintain a Senior ROTC program to
prepare selected students (cadets and midshipmen)
for appointment as commissioned officers in the
Military Services. Such military education shall
include a conceptual awareness of war, an
introduction to Service roles and missions, and a
basic understanding of joint and combined
operations. 6.8. Cadet Uniforms and Commutation
in Lieu of Issue-in-Kind Uniforms 6.8.2.
Commutation in lieu of issue-in-kind uniforms is
payment made by the Military Departments instead
of the issue of uniforms in accordance with 10
U.S.C., Chapter 103, Section 2110 (a)(2),
(Reference (e)). Commutation in lieu of
issue-in-kind uniforms for ROTC students enrolled
at military colleges (colleges and universities
maintaining a corps of cadets) is reimbursement
made to cadets and midshipmen for uniforms based
on the requirement to wear uniforms daily
throughout the school year. Starting with the
fiscal year beginning 1 October 2006, this
reimbursement shall be based on the actual 4-year
cost of the uniform issuance at each military
college, but shall not exceed an amount equal to
three times the value of a basic or advanced
cadet uniform issue at non-military schools based
upon approved Service military clothing issue
item prices as published annually by the Defense
Logistics Agency. . . . Commutation rates for
military colleges shall be determined based upon
approved Service military clothing issue items.
Cadets and midshipmen enrolled in ROTC for
purposes of obtaining a commission as an officer
shall be reimbursed based upon a comprehensive
issue of uniform items for either basic or
advanced ROTC. Uniform issue shall consider
dress, duty (daily, seasonal), and athletic
uniforms, including insignia, outer garments and
accessories, plus a consideration (not to exceed
100.00 per cadet or midshipman) for alterations
and maintenance.
