Title: Overarching Strawman Issues
1Tier 1 Definition The ability to
prevent/mitigate adverse effects of attacks on
personnel (combatant/non-combatant) and physical
assets of the United States, allies and friends.
- Issue Prevent includes WMD. The two major
prevention WMD pillars are WMD counter
proliferation and WMD elimination. FA construct
lists elimination and counter proliferation. - Recommendation FA retain elimination and
interdiction categories. Protection will keep
WMD elimination and WMD interdiction
focusing specifically on WMD capabilities. The
definition will be addressed as a Tier 4 seam to
be deconflictd during the next phase of JCA
decomposition.

3 4Protection Tier 2 3 Definitions
Prevent The ability to neutralize an
imminent threat or defeat attacks on personnel
(combatant/non-combatant) and physical assets of
the United States, allies and friends.
Kinetic attack The ability to defeat kinetic
effects weapons and their associated delivery
systems against personnel and physical assets of
the United States, allies and friends.
Non-Kinetic attack The ability to defeat
non-kinetic effects weapons and their associated
delivery systems against personnel and physical
assets of the United States, allies and
friends. Physical security That part of
security concerned with physical measures
designed to safeguard personnel to prevent
unauthorized access to equipment, installations,
material, and documents and to safeguard them
against espionage, sabotage, damage, and theft.

activities of the Department of Defense across
the full range of U.S. Government
counter-proliferation, nonproliferation, and
consequence management efforts to counter WMD
related materials and their means of delivery.
5Protection Tier 2 3 Definitions
Mitigate The ability to minimize the
adverse effects and manage the consequence of
attacks on personnel and physical assets of the
United States, allies and friends and quickly
restore capability. Kinetic The ability to
minimize the effects and manage the consequence
of kinetic delivered attacks against personnel
and physical assets of the United States, allies
and friends. Non-kinetic The ability to
minimize the effects and manage the consequence
of non-kinetic delivered attacks against
personnel and physical assets of the United
States, allies and friends.
Emergency Preparedness (EP) The ability to
ensure DoD and U.S. Government processes,
procedures, and resources are in place to support
the President and Secretary of Defense in a
designated National Security Emergency.
Personnel Recovery The ability to retrieve
and repatriate captured, missing or isolated
persons.
