3What does TYC have to do with education?
4The Texas Youth Commission is exempt from, but
complies with, the Texas Education Code. TYC
State Schools award High School Diplomas as a
Texas Education Agency accredited institutions.
TYC students can receive high school credit as
well as GED preparation and testing.

17The Bottom Line is. Paroled TYC youth between
17-21 who are either in school, working or
both have a recommit rate of only 24.5 as
compared to 40.5 of youth who are NOT in school
or working!
18So.heres what we do
- TYC tracks the number of youth who are
- Enrolled in School
- Enrolled in GED preparation classes
- Enrolled in a post-secondary program
- Entering the workforce and earning a wage
- Demonstrating responsible citizenship
These measures, when met, result in a positive
discharge and reduced recidivism.

20It starts on the inside
The Institutional PSW contacts the Parole Officer
to discuss
Specific resources or follow-up issues to be
addressed with the TYC Educational Liaison (or
Special Education Liaison) for youth who have not
completed their GED or high school diploma
The TYC Educational Liaison/Special Education
Liaison respond to requests for information by
the Parole Officer within 5 working days.

21And works its way out
- Upon release, youth are given a copy of their
withdrawal record. - Copies are sent to the parole officer and
educational liaison(s) within 24 hours.
22- TEC 25.002 provides that a parent or other
person with legal control of a child under a
court order shall have 30 days from the date of
enrollment to furnish the district with the
following documentation - birth certificate (or other document suitable as
proof of identity) - copy of the youths most recent school records
(only the withdrawal is absolutely necessary,
school can request an official transcript) - proof of immunization

is a good start.

e-mail, and face-to-face.
26- TEC 25.001(b)(3)- A child is entitled to
admission to school if the Texas Youth
Commission places a child in the district.
27 TEC 25.085- A child who is required to
attend school shall attend each day for the
entire period the program of instruction is
provided.
Compulsory attendance law makes no provision for
transfers occurring when credit cannot/will not
be awarded
28- TEC 29.087(h)- A student who has earned a
GED is entitled to enroll in a public schoolin
the same manner as any other student who has not
received a high school diploma.
Recommendations are made on a case by case basis
considering age, aptitude, attitude, and number
of earned credits
29Parolees are required to complete 40 hours of
constructive activity in order to meet the
conditions of their parole! Sixteen-year-old
youth with a GED have a difficult time finding
employment and are more often required to return
to school.

- A student with a disability, who receives
special education services, may not be placed in
a DAEP solely for educational purposes.

To make the most appropriate educational placement
for TYC youth on parole by setting reasonable,
attainable academic goals.

students a variety of opportunities to obtain
skills necessary to make their transfer back into
society successful, such as
Employability Skills Training through the
Project RIO-Y (Reintegration of Offenders)
Program
On-the-job Training and Employment Experience
through the Prison Industry Enhancement (PIE) and
Campus Work Programs
Occupational Skills Training through our Career
Technology Education (CATE) Programs

seeks to ensure that TYC youth with disabilities
have the opportunity to receive a quality
education and become re-established in society...

ensure that districts have all necessary
information that guides the ARD (IEP) meetings in
determining placement and related services

Keep other TYC staff apprised of rule changes in
state and federal law Tracks Special Education
youth returning to parole, halfway houses and
contract care
37When the traditional school setting isnt
appropriate, we can help by
- Facilitating GED preparation and testing
- Locating GED preparation and testing programs
- Providing financial assistance for the GED
- Providing GED testing at a TYC district office
(where available)
38As if thats not enough We go above and beyond
secondary education
39Post-Secondary Education Assistance
- FAFSA (Pell Grant application)
- THEA, Accuplacer, SAT and ACT testing
- Youth on parole who meet TYC guidelines
- are eligible to receive financial assistance
- for post-secondary training for up to two
- years
