What is a Community Learning Center?
  • Offers academic, artistic, and cultural
    enrichment opportunities to students and their
    families when school is not in session
  • Before school, after school, holidays, summer
    recess

After-school Research
  • The literature shows that well-designed and
    well-implemented after-school programs can
  • improve student academic performance,
  • improve attendance and graduation rates, and
  • reduce risky behaviors and disciplinary actions

Goals
  • Ensure that the 21st CCLC programs offer
    high-quality, research-based academic content
    utilizing appropriate methods of teaching and
    learning.
  • Ensure that programs are able to attract and
    retain students who participate regularly and
    thus can benefit from investments in the program.

21st CCLC Program Purpose
  • to create community learning centers that provide
    academic enrichment opportunities for children,
    particularly students who attend high-poverty,
    low-performing schools, to meet State and local
    standards in core academic subjects such as
    reading and mathematics
  • to offer students a broad array of enrichment
    activities that complement their regular academic
    programs, and

  • to offer literacy and other related educational
    services to the families of participating
    children.

Priorities - Absolute
  • Absolute priority will be give to applications
    that
  • Propose to serve primarily students attending
    Title I schoolwide eligible schools (40 or
    higher poverty level)

  • Competitive priority will be given to
    applications that
  • Propose to serve students in schools identified
    as Under Improvement and that are submitted
    jointly by a school district and community-based
    organization

    served in 21st CCLC before or after school
    programs

  • 5 years
  • Minimum of 50,000 annually
  • Year 4- 25 reduction
  • Year 5- 50 reduction
