- 3005. COMMAND PREVENTIVE EDUCATION AND TRAINING
PROGRAM. - Units are responsible for providing preventive
education and training to all Marines. To
establish and maintain an effective prevention
programs, units must accomplish the following

- 1. Perform a Personal Services prevention
training assessment to determine specific
training needs in addition to the objectives in
paragraph 3011.3 and 3011.5 of this chapter. - 2. Develop an annual Personal Services
prevention-training plan. - 3. Create Measures Of Effectiveness (MOE), which
will be evaluated to determine program
effectiveness.

- 4. Submit the annual plan and MOE to the unit
commander for review and approval. The annual
training plan will be reviewed by the unit
commander, Commanding Officer semiannually. - 5. Submit prevention program outcomes to the
unit Commanding Officer, commander annually. - 6. Coordinate unit-training requirements with
the Personal Services.

- 7. Provide basic prevention training at the unit
level in coordination with the Personal Service
Center Staff and NAVMCs 2930 and 2931. - 8. Develop and maintain a unit SOP, Desktop
Procedures, current inspection checklist, and
turnover files relevant to the proper management
of the unit substance abuse program.

- Start by identifying your audience
- Unit (Squadron or Battalion)

- Surveys of members of the unit without regard to
race, gender, or rank

Survey? - Where do people get to know each other and

28Chart a Plan
- The plan should parallel the issues identified
from the surveys obtained from the units
members. - Be able to forecast how successful your plan will
be over a period of time.

- This is NOT just a form that needs the Commanding
Officers signature. - It is a living, breathing, document, that needs
to utilized. - If we educate them first, we just might save
money, careers, and most importantly.lives.

- - Goals, objectives, and activities of the
- unit prevention program have
- been determined.
- - Necessary resources and funding have
- been acquired.
- - Solid leadership is in place.
31Evaluate
- Everyone is so quick to put programs in writing
and sometimes actually implement them but no one
takes the time to analyze how effective the
program is through an evaluation process.

- Dont be afraid to make a change in the plan if
it is not working.

- Do NOT implement an idea if you are not willing
to measure the effects of the idea. - Measuring and documenting the lack of success is
not failure. - Revising an idea leads to success

- A unit commander describes a group of Marines
(20) who had high potential, but whose attitudes
are declining and who have gotten into at least
one minor alcohol related incident while on
liberty.

- You develop a program that meets one day a week,
two hours a day for ten weeks. The program
includes didactic instruction, videos, homework,
group exercise and alternative activities. You
hope to improve attitude and alcohol related
incidents.

- 15 of 20 Marines attended all the sessions.

- 5 Marines missed some sessions due to work
