- A total of 3.6 million jobs lost since December
2007 - Unemployment rate at 7.6
- Growing severity of the global recession
affecting exports - Consumer spending slowing drastically
- Economists predict downturn will intensify

- To preserve and create jobs and promote economic
recovery - To assist those most impacted by the recession
