Md., Va. Announce Blue Crab Population Rebound
in BayPosted April 17, 2009 1236 PM
  • ANNAPOLIS, Md.- A new survey has found the
Chesapeake Bay's adult population of blue crabs
has increased substantially over last year after
new management measures were put in place.
  • The Virginia Institute of Marine Science and the
    Maryland Department of Natural Resources
announced the results of the winter dredge survey
Friday. They conducted the survey by dragging
selected areas of the bay and counting the number
    of crabs found.

20
Commercial fishery regulation
  • What is the disadvantage of using gear
restrictions and other such requirements to
    regulate fisheries?
  • Policy Response (1960s onward)
  • Total Allowable Catch (TAC)
  • Replacement for other regulations OR
  • In addition to other regulations

21
Total allowable catch
  • Whats wrong with the TAC approach?
  • Halibut in the U.S.
  • Race for the fish
  • Overcapitalization
  • Safety
  • Product value

RemedyIndividual Transferable Quotas (ITQs)

  • Also called IFQ (Individual Fishing Quotas)

23
Individual Transferable Quotas (ITQs)
  • How they work
  • Percentage then, multiplied by yearly cap.
  • Cap is set annually by a Fishery Management
    Council.
  • Usually tradable across vessels.
  • Gear restrictions eliminated or not enforced (?)
  • Only fishermen can buy them.
  • What feature of the fishery is needed for ITQs to
    work?

24
ITQs, cont.
  • U.S. has ITQ system for
  • Quahogs
  • Halibut, black cod
  • Alaska crabs
  • State programs
  • Proposed programs (sea urchins)
  • Non-tradable quotas - Rockfish
  • Australia and New Zealand

28
Other policy approaches
