- Take a few minutes to quietly think about the
following question - In your position as president or vice-president
of your local, which of the following building
words most closely resembles how you view your
role, and why? - Door
- Window

- Now find that word posted on the wall and stand
next to it. Introduce yourself to others in the
group and find the common idea of why you all
chose to stand there. - Appoint a foreman who will report out to the
whole group. - Everyone will have the opportunity to introduce
him/herself to the entire group, stating - Name

- Whether youre a new or experienced president

- Presidents will feel confident in their role
- Presidents will have the tools needed to set
local goals and write a plan for the year - Presidents will understand the importance of
Election 08 and have an understanding of the
working relationship with the GRT - Presidents will understand the structures that
need to be in place in their local and who can
help them implement the structures - Presidents will know and understand the support
system that MNEA has in place to help them serve
as a successful president - Presidents will use the Timeline for Action as a
planning tool - Anything else?
7The Agenda and the Parking Lot
- Agenda is in your copy of Leaders Update. You
will receive this update every other week, either
in hard copy or electronically. Let Beeb know if
youd rather get it electronically. - Using the Parking Lot throughout the session.
The parking lot is used for issues that are
important, but not part of the current agenda.

- What are the local, state and national structures
that support our association?

23The Symbol of the United Education Profession
(UEP)
- This symbol was adopted by the NEA Executive
Committee in 1966. It combines the legacy of the
past (the symbol pi for paideia, the ancient
Greek word for education) with new direction for
the future (the arrow). The spherical triangle
represents the mutually supportive programs of
local, state and national education associations
to advance education. In one sentence, the
design symbolizes the forward thrust of education
through a united profession.

25The MNEA Governance Structure
- Please refer to your handout
26Responsibilities
- The MNEA Representative Assembly the highest
decision-making body of MNEA. Each local is
entitled to at least one delegate to the RA. - The MNEA Board Makes decisions between RAs
- The MNEA Officers 2 full-time release
- The MNEA Staff 53 2 NEA-funded staff
27Your Governance District
- How do you communicate
- With other locals?
- With your Board Members?
- With the state association?

- Appointed by the MNEA President
- Responsible to the MNEA Board and RA
- Do you have members on any of the committees?
- Volunteer forms available in the spring at the
RA, through Leaders Update, on the Web site
29Revising Your Bylaws
30According to the NEA Bylaws
- each state association is required to review
local affiliate compliance with minimum standards
of affiliation at least every five years.
31Local, State and National Bylaws
- Bylaws are the operating standards for NEA and
MNEA. - There are criteria that must be met, such as open
nominations and secret ballot voting. - If a local needs to recall an officer or take
other serious action, the local must follow its
bylaws. - If officers are not elected in compliance with
the local bylaws, the liability policy will not
cover the officers.
32Local Bylaw Compliance
- Locals whose bylaws are out of compliance must
revise them before the Spring RA, or they run the
risk of their delegates not being seated at the
RA.
33Local Bylaw Compliance
- If necessary, I will send alert letters to
UniServ Directors, presidents and other contacts,
and I have called our leaders at home, school and
on their cell phones to help some locals come
into compliance.
34Bylaw Ratification
- It is a serious matter that the members in the
local have an opportunity to vote to accept their
updated bylaws. Otherwise, the bylaws have not
been legally ratified.
35Make sure that Bylaws are up-to-date!
- Please consider the seriousness of not having
your Bylaws up-to-date. - MNEA stamps the date received on all bylaws
submitted to us. We must go by the date on the
bylaws that we have. - Please make sure MNEA has your latest revisions.

- Want people to feel welcomed and come back!
- Assign responsibility for follow-up
- Need to determine what will be communicated to
members - Want more members involved and enthused
- Want to respect members time and other
obligations - Need to provide time for feedback from members

- Plan ahead
- Input from others
- Agenda to participants ahead of time
- Start and end on time
- Ground rules (handout)
- Parliamentary procedure consistently followed
- Make sure that there are minutes of the meeting
- Clear delegation of responsibilities

- The agenda (clearly indicates time place)
- The meeting time and day (Always the same?
Change every month?) - The attendees must feel safe (warm-ups)
- The meeting location (Easily accessible,
confidential location, room for everyone) - The meeting space (comfortable)
- The meeting procedure (everyone welcome,
consistent, time for input) - In between meetings
